RESOLUTION NO. 11 <br /> SERIES 2000 <br /> <br />A RESOLUTION REQUESTING THAT FUNDING FOR PLANNING AND <br />IMPROVEMENTS TO ARAPAHOE ROAD IN BOULDER COUNTY (HIGHWAY 7, <br />BETWEEN CHERRYVALE AND U.S. 287) IN ACCORDANCE WITH THE FINDINGS <br />OF THE RTTF BE RESTORED IN THE 2000 TO 2006 TIP <br /> <br /> WHEREAS, Arapahoe Road (Colorado Highway 7 between Cherryvale and U.S. 287) is <br />a major regional transportation corridor in Boulder County; and <br /> <br /> WHEREAS, Arapahoe Road was part of a major regional transportation study and <br />planning process sponsored by the Boulder County Consortium of Cities in which both the <br />Colorado Department of Transportation Department (CDOT) and the Denver Regional Council <br />of Governments (DRCOG) participated in a task force made up of broad representation including <br />cities and towns, businesses, civic and environmental organizations in Boulder County; and <br /> <br /> WHEREAS, In that Regional Transportation Task Force (RTTF) planning process, <br />Arapahoe Road was identified as a corridor which would experience increasing congestion <br />problems with a poor level of service if improvements were not accomplished; and <br /> <br /> WHEREAS, The RTTF reached a solid consensus regarding a highly preferred and <br />cost/effective alternative for improvements to Arapahoe Road between Cherryvale and U.S. 287 <br />which would involve intersection improvements, including addition of turning lanes at all major <br />intersections; addition of six foot shoulders for bicycling and bus turnoff areas; and bus transit <br />improvements to allow for 10 minute headways during peak rush hour periods in the morning <br />and afternoon; and <br /> <br /> WHEREAS, The RTTF engineering study showed this approach strongly, favored by the <br />RTTF, offers an excellent congestion relief alternative for many years into the future, replacing <br />the need for more costly four-laning of the corridor; and <br /> <br /> WHEREAS, Arapahoe Road between Cherryvale and U.S. 287 has been listed on the <br />Transportation Improvement Program (TIP) as the second priority in Boulder County for <br />funding; and <br /> <br /> WHEREAS, Regardless of its high priority and consensus reached in Boulder County on <br />a plan of improvements; all proposed funding was removed from the Arapahoe Road line item in <br />the TIP by CDOT Engineering District 4, without consultation with any of the jurisdictions <br />impacted by Arapahoe Road in Boulder County; <br /> <br /> <br />
