CITY OF LOUISVILLE

February 26, 2002

The City Council of the City of Louisville met in a study session at 7:00 p.m. in the meeting room of
the Louisville Public Library, 950 Spruce Street, Louisville, Colorado. The following persons were
present -

City Council: Mayor Pro-tem Chuck Sisk, Tom Mayer, John Keany,
Michele Van Pelt, Don Brown, and Arnold Levihn

Staff Present: Bill Simmons, City Manager
Heather Balser, Assistant to the City Manager
Tom Phare, Public Works Director
Peggy Flaherty, Public Works Engineer
Belinda Goebel, Administrative Assistant

DSL Service
Edie Ortega, Qwest, discussed the history of DSL service in Louisville. She explained that Qwest
deployed DSL in the Louisville switching office in 1998, with a plan to install remote terminals over
the next five years. There were restrictions on how far ‘cable wise’ customers could be from the
switching office to receive service, with each remote terminal capable of serving approximately 400
customers. Where service is available, subscribers have increased 156% over the past two years. The
economic downturn caused the remote terminal schedule to be placed on hold.

Council asked what the City could do to facilitate the process, once Qwest is ready to install remote
terminals. Ms. Ortega replied that the City could write a letter to Qwest, prioritizing locations for
DSL and identify City staff that would be managing the process.

Council requested an email address for Qwest that Louisville residents could use to submit a request
for DSL service.

Citywide Waste Collection
Members of the City of Longmont Public Works Operations staff provided a presentation on their
municipal waste-hauling program. Two options were discussed:
Manual Collection (can complete 400 stops per day)
Advantages

Least expensive equipment ($115,000 - $135,000 p/truck)

Lower maintenance costs ($13,000-$18,000 per year per truck)

1
