The study included a needs assessment,
analysis of the market for commercial development, physical and business plans for a new arts facility
and a funding plan based upon the development potential of the project. Erik Hartronft, Downtown
Business Association representative for the East County Arts Alive organization, explained that they
could not prove there was a need for a cultural arts center without this study. He introduced Ann
Martin, Louisville resident and member of East County Arts Alive.

Ann Martin stated that, regionally speaking, the East County Arts Alive organization asked whether
there are people in the area that would be interested in attending a cultural arts performance and are
there arts groups interested in performing in such a facility. The Louisville Arts & Humanities Center
is scheduled almost every day of the year and the East County Arts Alive members feel a cultural arts
facility could be scheduled approximately 75% of the time. She encouraged Council to let the East
County Arts Alive organization move forward with the feasibility study.
