<br /> <br />CITY OF LOUISVILLE <br /> <br />June 25, 2002 <br /> <br />The City Council of the City of Louisville met in a study session at 7:00 p.m. in the meeting room of <br />the Louisville Public Library, 950 Spruce Street, Louisville, Colorado. The following persons were <br />present - <br /> <br />City Council: Mayor Tom Davidson, Mayor Pro-Tem Chuck Sisk, <br />Michele Van Pelt, John Keany, Tom Mayer and Don <br />Brown <br /> <br />Staff Present: Bill Simmons, City Manager <br />Julie Boyd, Deputy City Manager <br />Belinda Goebel, Administrative Assistant <br /> <br />Others Present: Sam Light, City Attorney <br /> <br /> <br />Discussion/Direction – Potential City of Louisville 2002 Ballot Issues <br />Bill Simmons explained that the City Attorney has prepared draft ballot questions. The questions <br />have been separated into three questions. The first question requests approval of the issuance of debt <br />for construction of a new library, additions and improvements to the recreation/senior center, and a <br />new outdoor pool. The second question would authorize the increase of property taxes and sales <br />taxes. The third question would approve a new lodging tax and set the rate for that tax. <br /> <br />Three possible scenarios for lodging taxes were compared: specifically a 3% tax, a 2.5% tax and a <br />2% tax. The assumptions used for the comparisons are: <br /> <br /> <br />That the operations for the new library would be $384,384 annually and increased costs for <br />operating the additional facilities to be provided at the recreation/senior center would be <br />$296,970, for a total annual cost needed of $681,354. <br /> <br /> <br />A hotel occupancy rate of 50%, with an average room rate of $80. <br /> <br />Council directed staff to select the highest lodging tax and the lowest sales tax increase for residents. <br /> <br />Bill Simmons, City Manager, provided the following updates to Council: <br /> <br /> <br />Bill Simmons and Chuck Sisk have been meeting with the owners of the post office property <br />and appear to be reaching an agreement. <br /> <br /> <br />Kmart has not received any bids for their lease. The owner’s representative has received <br />authorization to market the property and it will be offered as a 91,000 sf block. <br /> <br /> <br />Staff is working to project water revenues through the end of the year. <br /> <br />
