<br /> <br />CITY OF LOUISVILLE <br /> <br />July 9, 2002 <br /> <br />The City Council of the City of Louisville met in a study session at 12:30 p.m. at the Louisville Arts <br />Center, 801 Grant Avenue, Louisville, Colorado. The following persons were present - <br /> <br />City Council: Mayor Tom Davidson, Mayor Pro-Tem Chuck Sisk, <br />Arnie Levihn, Don Brown, Tom Mayer, Jay Keany, and <br />Michele Van Pelt <br /> <br />Staff Present: Bill Simmons, City Manager <br />Julie Boyd, Deputy City Manager <br />Tom Phare, Public Works Director <br />Ken Mason, WWTP Superintendent <br />Keith Williams, Director, Rec/Sr Services <br />Heather Balser, Asst City Mgr for Intgovtl Relations <br />Charlene Laus, Finance Director <br />Bruce Goodman, Chief of Police <br />Cindy Lair, Director of Land Management <br />Paul Wood, Planning Director <br />Anne Mojo, Library Director (arrived 1:20 p.m.) <br />Belinda Goebel, Administrative Assistant <br /> <br />Others Present: Mark Williams, Boulder County Health Department <br /> <br /> <br />Presentation on Storm Water Phase II Regulations <br />Tom Phare explained that the Environmental Protection Agency (EPA) enacted stormwater <br />regulations four years ago. These regulations require the City of Louisville to obtain a Non-point <br />Source Discharge Elimination System permit from the Colorado Department of Public Health & <br />Environment. This permit will allow the City to continue discharging stormwater into State Waters. <br /> <br />Ken Mason, Wastewater Superintendent, stated that this permit is part of the Federal Clean Water <br />Act program, which regulates discharges from certain types of facilities to be authorized under <br />stormwater discharge permits. The City of Louisville is identified as a Phase II city, based on the <br />urban growth boundaries and 2000 census date. Municipal separate storm sewer systems must <br />develop a program to develop and implement six minimum measures. The measures are: <br /> <br />Public education & outreach <br /> <br />Public participation & involvement <br /> <br />Illicit discharge detection and elimination <br /> <br />
