<br /> <br />CITY OF LOUISVILLE <br /> <br />January 27, 2004 <br /> <br />The City Council of the City of Louisville met in a study session at 7:00 p.m. in the meeting room of <br />the Louisville Public Library, 950 Spruce Street, Louisville, Colorado. The following persons were <br />present - <br /> <br />City Council: Mayor Charles Sisk, Jay Keany, Michele Van Pelt, <br />Dave Clabots, Arnie Levihn, Sheri Marsella, and Don <br />Brown <br /> <br />Staff Present: Bill Simmons, City Manager <br />Julie Boyd, Deputy City Manager <br />Heather Balser, Asst City Mgr for Intergov’t Relations <br />Paul Wood, Planning Director <br />Anne Mojo, Library Director <br />Keith Williams, Recreation & Senior Services Director <br />Belinda Goebel, Administrative Assistant <br /> <br />Others Present: Sam Light, City Attorney <br /> <br /> <br />Discussion with City Attorney – Open Meetings and Open Records <br />Sam Light provided an overview of the Open Meetings Law. The following information was <br />discussed: <br />Meeting Requirements – The Open Meetings Law applies to any ‘local public body’, including City <br />Council; City boards, committees and commissions; and other formal bodies that perform an <br />advisory, policy-making or rule-making role, including a task force. <br /> <br />Basic Rules – All meetings of a quorum or three or more numbers of a local body at which any <br />public business is discussed or at which any formal action may be taken are public meetings open to <br />the public.
