RESOLUTION NO. 7 Series 1979 A RESOLUTION IN SUPPORT OF THE DENVER REGION ELEMENT OF THE STATE IMPLEMENTATION PLAN THROUGH COMMITMENT TO IMPLEMENT SPECIFIC AIR POLLUTION CONTHOL MEASURES AND TO CONSIDER FOR IMPLEMENTATION THOSE ADDITIONAL MEASURES RECOMMENDED AS THE RESULT OF FURTHER EVAL- UATIONS TO BE CONDUCTED UNDER THE CONTINUING AIR QUALITY PLANNING PROCESS. WHEREAS, the C:L ty of Louisville is located within the six county Denver Region (Denver, Jefferson, Adams, Arapahoe, Boulder and Douglas Counties) which has been designated by the State and EPA as an air quality non-attainment area; and WHEREAS, the Denver Regional Council of Governments (DRCOG), as the designated lead agency for air quality planning in the Denver Region has prepared the Denver Region Element of the State Implementation Plan; and WHEREAS, the State Air Pollution Control Commission has adopted and transmitted to the Environmental Protection Agency the Denver Region Element prepared by the Denver Regional Council of Governments with some substantive changes; and WHEREAS, the Denver Region Element of the State Imple- mentation Plan proposes that local governments have a smoking vehicle ordinance, purchase fleet replacement vehicles which are modified for high altitude, if available and require in subdivision ordinances the provision of adequate bicycle facilities which facilitate movement betwE?en residential and activity areas and also require the provision of adequate and secure bicycle storage facilities at new commercial and public buildings; and WHEREAS, the Denver Regional Council of Governments has prepared a work program for the evaluation, leading to recommendations, of additional air pollution control measures identified in the Denver Region Element of the State Implementation Plan, including the evaluation of variable work hours, vanpooling, high occupancy
