CITY OF LOUISVILLE

SEPTEMBER 12, 1994

SPECIAL COUNCIL MEETING

The City Council of the City of Louisville met in special session in the Crown Mine Room at the
Louisville Recreation Center, 900 West Via Appia, Louisville, Colorado. Mayor Tom Davidson
called the meeting to order at 7:11 p.m. and the following persons were present.

City Council:

Chuck Sisk, Tom Mayer, Arnold Levihn, Jay Keany

StaffPresent:

Sharon Asti-Caranci, Acting City Administrator
Bruce Goodman, Chief of Police
Chris Miller, Assistant to the City Administrator

Also Present:

Maj-Lis Kemper, City Clerk

Absent:

Councilman Kevin Howard
Councilman Rob Lathrop

APPROVAL OF AGENDA

Davidson called for any changes to the Agenda.

Davidson stated that, due to the late arrival of the attorney for Item A, Council would begin with Item
B and go back to Item A, when the attorney arrived.

Davidson moved that Council approve the Agenda as amended. Seconded by Sisk. All in favor with
Howard and Lathrop being absent.

REGULAR BUSINESS

DISCUSSION - REVISED COMBINED CAPITAL IMPROVEMENT BUDGET - 5-YEAR
CIP - WRAP-UP

Sharon Asti-Caranci, acting City Administrator, stated that Council wanted 1/2 cent from Parcel O
sales tax out of the Combined Capital Improvement Fund back to the General Fund. In the updated
CCI in 1995 a half a penny from Parcel O would be in the Budget, in 1996 it would be 3/4 of a cent,
and in 1997 - 1999 it would be one penny. On the expenditure side $50,000 was added for the Coal
Creek/Rock Creek Trail. The city had fulfilled their commitment for the trail, but the trail will not
get finished without the $50,000. She commented that the second expenditure change was $18,000
for Capital equipment and planning. The third expenditure change was Street Construction, which
is 104th Street improvements estimated to be $489,000. There was not enough money to put the
$489,000 in this 5-year program, but she was able to put $435,000 in in 1999.
