CONTINUED MEETING LOUI5VILL~E CITY COUNCIL <br />MARCH 7, 1984 <br />The City Council of the City of Louisville met in continued session in the <br />Conference Room, 749 Main Street, Louisville, Colorado. Mayor Meier <br />called the meeting to order at 7:37 P.M. M.S.T. The following persons <br />were in attendance: <br />COUNCILMEMBERS: Rick <br />and <br />ALSO PRESENT: Leon <br />Curt <br />John <br />Cleo <br />Luce, Betty Johnson, Susan Morris <br />Kichael Cussen <br />A. Wurl, City Administrator <br />Rautenstraus, City Attorney <br />Rupp, Director of Community Development <br />Mudrock, City Clerk <br />ABSENT: Councilmen John Leary and Robert Woodson <br />Mayor Meier opened the meeting and stated <br />that several people had signed up to speak <br />this evening pertinent to building permits. <br />Councilman Luce Inquired of the Mayor what the format was <br />inasmuch as the meeting wasn't a public. <br />hearing. Did want to hear the audience <br />comments however. <br />Mayor Meier stated that Mr. Paul Brooks <br />did ask to speak as soon as possible as <br />he had another commitment this evening. <br />Then there would be a discussion by council <br />on building permits. <br />Paul Brooks, 414 E. Raintree Mr. Brooks stated that he owned a construction <br />Court, Louisville Co. named Redwood Homebuilders. They had <br />been building housing and doing de- <br />velopment work in the community since 1979. <br />This morning he had been informed of council <br />deliberations for a building permit mori- <br />torium in 1984 for certain types of per- <br />mits. That this topic is now before coun- <br />cil was not surprising to him. In his opin- <br />ion Council probably should have addressed <br />the subject from a controlled standpoint, <br />prior to the Hocheder annexation in 1980 <br />when the City began to deviate from <br />previously articulated positions. Whenever <br />circumstances change, some people benefit, <br />some people suffer. On the growth subject, <br />the twin responsibility is of action, and <br />of judiciousness. Judicious for strength <br />fall directly upon council's shoulders. Al- <br />though council needs a goal, they must also <br />seek a fair and, moral path by which to attain <br />
