We can certainly do both with the under-
standing that the accolades bestowed on our City are a reflection of
the decisions made by so many residents and staff members that it
would be an injustice to start naming specific names Suffice it to say,
the honor of being named by Money Magazine as the `Best Place to
Live" in the entire United States is a tribute to all of you. Congratu-
lations collectively and individually, but we know one of our many
attributes is to be humble.
I have been amazed by the number of interviews as a result of this
honor and almost to a person, the reaction has been "Louisville has a great sense of com-
munity." There is no better advertisement for us than our citizens and the pride you have
in Louisville. One of the aspects that makes Louisville so special is our commitment to
embrace our past, but also not be afraid to make decisions for the future.
Louisville has made numerous changes to its landscape since our birth over 115 years
ago and this ability to be progressive, intertwined with our historic past, continues to set
Louisville apart. Our downtown is an area that continues to flourish and is the heart of
Louisville. As a city, we have made investments in the downtown area and we must con-
tinue to support the area both publicly and privately to assure continued success.
This is not to suggest other areas of our city should be neglected. We need to actively
work to insure success for the other areas of our City as well. To that end, the City of
Louisville continues to address the economic issues which are paramount for all of us.
With the recession, businesses throughout our City are struggling, and as a City it is now
even more critical to support our local merchants.
As we celebrate Labor Day, please join me at the Fall Festival in a celebration of Lou-
isville and what our City means to us. 1 am honored to be your Mayor!!!
2010 Budget Discussions Underway:
City Council Addressing Revenue Shortfall
he City Council and City staff have been working over the past few months to
address current and projected budget shortfalls. The City's sales tax revenues are
trending approximately 6% lower than the same period in 2008 and about 8% lower
than budgeted for 2009. Other revenues, including Construction Permits, Lodging Tax
and, Building Use Tax are also trending much lower than 2008. Overall the City is look-
ing to reduce the remaining 2009 and 2010 budgets by approximately $1.5 million.
During the City Council's annual budget retreat the Council directed staff to prepare
a list of specific actions for Council consideration. At the same time the Council agreed
the following principles should guide the decision- making process as the 2009 budget is
amended to address declining revenues and to prepare the 2010 budget:
Guiding Principles To Balance the Budget
O Provide high quality core services; do it well or don't do it;
O Talented, motivated, well- trained employees are the City's most important asset;
Continued on page 2
