<br />REGULAR MEETING <br /> <br />LOUISVILLE CITY COUNCIL <br /> <br />SEPTEMBER 2, 1975 <br /> <br />Mayor Waschak called the regular meeting to order at 7:30 P.M. Council members <br />present: Domenico, Berry, Caranci - arrived at 9:30 P.M., Dhieux, DelPIzzo and <br />DiCarlo. Others present: City Administrator Wurl, City Engineer White, City <br />Treasurer Hesson, City Clerk Santilli. <br /> <br />ACCEPTANCE OF MINUTES <br /> <br />COUNCIL ITEMS <br />PUBLIC HEARING CONTINUATION <br />HB 1041 - MATTERS OF STATE INTEREST <br /> <br />Mayor Waschak and Council approved the <br />minutes as read. <br /> <br />Mr. Wurl stated that resolutions and ord- <br />inances were prepared that directly relate to <br />Matters of State Interest along with overlay <br />maps that relate to HB 1041. <br />Mr. Wurl stated that Planning Commission has <br />considered all the items and have passed <br />resolutions submitting recommendations to <br />Council. <br /> <br />Mayor Waschak opened the continued public <br />hearing on HB 1041 - Matters of State Interest. <br />Mr. Dennis Drumm, City Planning Consultant <br />read the comprehensive development plan amend- <br />ments, as prepared for the Planning Com- <br />mission, on Geologic Hazard Areas. (See attached <br />Resolution #2 & Geologic Hazard Amendment.) <br /> <br />Mr. Drumm then referred to the overlay map <br />stating that the Planning Commission did pass <br />a resolution identifying the specified areas <br />on the map as matters of state interest. <br />Mr. Drumm stated that the staff modified the <br />state map to exclude the Sproul property be- <br />cause Robingson & Assoc. completed detailed <br />studies on that development which concluded <br />that the sources and point sources and the <br />natural area sources are the only areas of <br />concern. <br />MR. Drumm stated that the state requirements <br />for determining subsidence may be so strict <br />that no developer can afford to do them. <br />He stated that the staff thought that general <br />accepted standards as proposed by consultanting <br />firms would be adequate. <br />Mr. Wurl stated that the concern should be if <br />the states requirements are so strict there <br />is a possibility that the area proposed for <br />development could be affected and may never <br />be developed due to the high cost of tests <br />and FHA and VA probably will not accept any <br />proposed development in the area proposed if <br />it does not meet the state standards. If <br />his happens the City may approve a plan update <br />that will have very little room for development. <br />
