<br />COUNCIL HEETING <br /> <br />APRIL 20, 1971 <br /> <br />Meeting called to order by Mayor Lawrence Caranci. <br /> <br />ROLL CALL: <br /> <br />Following were present King, Berry, Dondelinger, Perrella <br />Absent Tomeo Mudrock. <br />Also present Mark Wariner" and Dennis Lumberg represenatives <br />of Louisville Jaycees. <br /> <br />ACCEPTANCE OF MINUTES: Accepted as presented <br /> <br />CORRESPONDENCE: <br />Letter from Planning ~or,~ssion recommending Vince <br />Parecca be hired as planning aide. <br />Letter from Colorado'~tate Game and Fish stating <br />that a check for $915. should be forth coming in <br />two to three weeks for out door recreation. <br /> <br />URBAN RENF)~TAL: <br />Urban renewal was discussed. Ninty percent of existing <br />dwellings would not pass a proposed rest.rictive code. <br />It was pointed out in many cases government grants through <br />urban renewal would pay full cost on some low cost property <br />in complicance with housing code and would loan maoney to <br />others at a low interest rate. Mark Warriner stated that <br />Urban Renewal is a matching fund program. A community <br />share eDuld be off set by recent construction of public <br />facilities: He stated that the new school would be accepted <br />in the City's share. Pointed out that Louisville must meet <br />four basic requirements before Washington will even con- <br /> <br />sider application for Urban Renewal money. The adoption <br />and enforcement of hous:ing and building and related codes. <br />Some of the fir~t steps have already been taken. Improve- <br />ment of water and sewer ,facilities, zoning and subdivisions <br />regulations. Planning Commission are working on housing <br />code. Housing code is waiting council approval. Proposed <br />housing code as requiring minimum standards for residential <br />heating, lighting, ventilation, plumbing and electrical <br />equipment. Jaycees requested thAt a Urban renewal authority <br />board made up from five to eleven citizens would be in charge <br />with developing a "'Workable Program for the Community Imp- <br />rovement which must accompany an application for Federal <br />money. Mayor Caranci'said it would be month before any work <br />could be done on this program. <br /> <br />STREETS: <br /> <br />Mayor Carand requestedthat~Je'ff:erson Ave. be repaired. <br />Letter to be sent to Mary and Joe Udovich be written to <br />construct curb at their property. Motion by Berry Seconded <br />by King that Attorney Morris write letter to property owners <br />giving thirty days to install curb. Motion Carried. <br />
