After our conversation, I am even more intrigued <br />about the prospect of working with you on this project. It is clear that it is an important one to the <br />city and that you will play an integral role. In my advancing years, I much prefer assignments where <br />there is a good prospect for tangible results. <br />As we discussed, I would see the project proceeding in three phases as set forth below. Of course, <br />the work plan and budget would be customized after discussions with you and other city officials. <br />Analyze the strengths and weaknesses of the current system from a perspective of processes and. <br />personnel. Discuss substantive issues as necessary. <br />Review codes, regulations, policies, information handouts, forms, etc. <br />Conduct interviews with users (developers, consultants, etc.), staff, city officials <br />Undertake first -hand observation of process from submittal to approval (attend city <br />council /planning commission hearings, etc.) <br />Conduct a project "dry-run" to understand review process <br />Product: Written diagnosis /assessment of current system, including strengths and weakness <br />and comparison to other jurisdictions in region. <br />
