City Council Present: Staff Present: City Council Study Session Summary September 22, 2009 Library Meeting Room 951 Spruce Street 7:00 PM The City Council of the City of Louisville met in a study session at 7:00 p.m. in the 1 Floor Library Meeting Room, 851 Spruce Street, Louisville, Colorado. The following persons were present City Council Absent: Dave Clabots Mayor Chuck Sisk Mayor Pro Tem Sheri Marsella Ron Sackett Frost Yarnell Hank Dalton Bob Muckle Update /Discussion RTD Informational Presentation Malcolm Fleming, City Manager Paul Wood, Planning Director Bonnie Star, Economic Development Director Kevin Watson, Finance Director Tom Phare, Public Works Director Mike Jones, Building Inspector Rhonda Welborn, Executive Assistant Chris Quinn, RTD Project Manager presented information on the Northwest Rail Corridor through a power point that was included in the Council packet. Quinn discussed the change in the model that resulted in the increase in ridership numbers. RTD hired a firm to conduct survey work, and the model was then re- calibrated and analyzed. Quinn suggested keeping in mind that modeling is only a snap -shot of a specific point in time. The model provided a generous parking supply, resulting in no affect on the required parking spaces. Quinn indicated that the City and Department of Wildlife expressed fencing concerns. In response, RTD will not duplicate fencing if the current fence meets the, standards and intent of the model. The noise analysis of the NorthWest Rail project follows the current Federal regulations. The assumptions of the noise analysis will be reviewed once construction begins. Acquisitions and relocations for the project are based on assessor value at this time.
