City Council Present: <br />Staff Present: <br />City Council <br />Study Session Summary <br />September 22, 2009 <br />Library Meeting Room <br />951 Spruce Street <br />7:00 PM <br />The City Council of the City of Louisville met in a study session at 7:00 p.m. in <br />the 1 Floor Library Meeting Room, 851 Spruce Street, Louisville, Colorado. The <br />following persons were present <br />City Council Absent: Dave Clabots <br />Mayor Chuck Sisk <br />Mayor Pro Tem Sheri Marsella <br />Ron Sackett <br />Frost Yarnell <br />Hank Dalton <br />Bob Muckle <br />Update /Discussion RTD Informational Presentation <br />Malcolm Fleming, City Manager <br />Paul Wood, Planning Director <br />Bonnie Star, Economic Development Director <br />Kevin Watson, Finance Director <br />Tom Phare, Public Works Director <br />Mike Jones, Building Inspector <br />Rhonda Welborn, Executive Assistant <br />Chris Quinn, RTD Project Manager presented information on the Northwest Rail <br />Corridor through a power point that was included in the Council packet. Quinn <br />discussed the change in the model that resulted in the increase in ridership <br />numbers. RTD hired a firm to conduct survey work, and the model was then re- <br />calibrated and analyzed. Quinn suggested keeping in mind that modeling is only <br />a snap -shot of a specific point in time. The model provided a generous parking <br />supply, resulting in no affect on the required parking spaces. Quinn indicated <br />that the City and Department of Wildlife expressed fencing concerns. In <br />response, RTD will not duplicate fencing if the current fence meets the, standards <br />and intent of the model. The noise analysis of the NorthWest Rail project follows <br />the current Federal regulations. The assumptions of the noise analysis will be <br />reviewed once construction begins. Acquisitions and relocations for the project <br />are based on assessor value at this time.
