He noted <br />the ordinance has provision for terms of office with staggered terms and <br />suggested language to provide one-year terms in 2008, which would add <br />continuity of members. The new language is a follows: An HFAB member's term <br />of office shall be two years, "except for not more than two, one-year <br />appointments to be made in 2008." The ordinance would also change <br />horticultural to horticulture. <br />Chairperson Spalding requested the associate member be changed to alternate <br />member to correspond to the language used by other boards. She addressed <br />Section 14.20.050, which refers to "in the event a regular member is temporarily <br />unable," she suggested the word temporarily be removed, and in Section 2A <br />"nay" be struck. City Attorney Light stated the word "nay" was a typographical <br />error and should have been "any". <br />Council member Muckle questioned the word "any". City Attorney Light stated the <br />word "any" is overly broad and suggested deleting it. <br />Mayor Sisk requested public comment, and hearing none, closed the public <br />hearing. <br />MOTION: Council member Marsella moved to approve Ordinance No. 1482, <br />Series 2006, with the following modifications: changing throughout the ordinance <br />horticultural to horticulture; adding the language in Section 14.20 "except for not <br />more than two, one-year appointments to be made in 2008"; changing Associate <br />to Alternate in Section 14.20.050; and deleting the word nay (any) , seconded by <br />Council member Clabots. <br />Mayor Pro Tem Brown offered a friendly amendment that the word temporarily be <br />deleted. Council members Marsella and Clabots accepted the motion. <br />City Attorney Light stated the word temporarily refers to the absence of a board <br />member, thereby allowing the Associate member to vote. He stated the word <br />temporarily is more consistent with language used on other City Boards and <br />Commissions. Mayor Pro Tern Brown withdrew his friendly amendment. <br />VOTE: Roll call vote was taken.
