The by-laws reflect the <br />code changes outlined in Ordinances 1482 and 1484 to the Louisville Municipal <br />Code. Staff recommended approval of Resolution No.3, Series 2006. <br />Mayor Sisk requested public comment: <br />Chairperson Spaulding stated the bylaws refer to the Parks & Recreation <br />Department. She requested the Land Management Department replace Parks & <br />Recreation throughout the document. <br />MOTION: Council member Clabots moved for approval of Resolution No.3, <br />Series 2006, with the correction throughout the document, Land Management <br />Department replaces Parks & Recreation Department, seconded by Council <br />member Yarnell. All in favor. <br />ORDINANCE No. 1483, SERIES 2006 - AN ORDINANCE AMENDING TITLE 4 <br />OF THE LOUISVILLE MUNICIPAL CODE, ENTITLED "CITY OPEN SPACE," <br />BY THE ADDITION OF A NEW CHAPTER 4.04 ENTITLED "USE <br />REGULATIONS - CITY OPEN SPACE" _1st reading - set public hearing <br />2/7/06 <br />Mayor Sisk requested a City Attorney introduction. <br />City Attorney Light read Ordinance No. 1483, Series 2006. <br />Mayor Sisk requested public comment. <br />Christina Richmond, 306 Chestnut Street, Louisville, CO stated she represents a <br />group of neighbors who have established gardens within the City open space. <br />The Opens Space Advisory Board has referred to those gardens as <br />encroachments. She read a statement requesting the Council work with the <br />neighborhood groups to allow gardens in the open space. She suggested some <br />middle ground in the regulations permitting these gardens. <br />Pat Hornbostel, 655 W. Hawthorne, Louisville, CO, addressed neighborhood <br />gardens. He stated open space means different things to different people. <br />He explained the open space is not just vacant lots. Open space has its own <br />unique qualities. He did not support neighborhood gardens in the City's open <br />space. <br />Jean Morgan, 1131 Spruce Street, Louisville, CO voiced support of open space. <br />She did not approve of the encroachment of neighborhood gardens within open <br />space. She reported some encroachment consists of pathways from homes to <br />the open space, and others have exotic plants, not native to the open space. <br />She did not favor encroachment into the open space. <br />
