He explained those <br />comments will be a part of the January 17, 2006 record. The comments received <br />tonight would be a part of the February 7,2006 record. The minutes will reflect <br />the comments of the public however there will not be verbatim transcript. <br />Mayor Pro Tem opened the public meeting and requested public comment. <br />Jean Morgan, 1131 Spruce Street, Louisville, CO voiced her opposition to the <br />encroachments in the open space. She reported speaking to Boulder County, <br />City of Lafayette and City of Boulder Land Management Departments, and was <br />advised that encroachments on open space are not allowed in those jurisdictions. <br />She did not support negotiating with the residents or grandfathering in <br />neighborhood gardens. <br />William Baker, 340 Chestnut Street, Louisville, CO stated he does not have an <br />open space garden, however several of his neighbors do. He explained three <br />cottonwood trees in the open space behind his home were over grown and he <br />paid $1000 to have the trees trimmed. He voiced his support for open space <br />gardens. <br />Chenova Dovon, 332 Chestnut, Louisville, CO, asked how the City could justify <br />that open space cannot have private plantings. She voiced her fear the City's <br />attitude would divide and pit neighbor against neighbor. She supported <br />neighborhood gardens in the open space. <br />Matt Lunetta, 332 Chestnut Street, Louisville, CO commented on the City's <br />notification procedures. He noted there was only one notification of the public <br />hearing on the open space rules and regulations, and questioned whether all the <br />interested parties have received notification. <br />Christopher Cone, 334 Chestnut Street, Louisville, CO voiced concern over the <br />ordinance, the lack of notice to the residents, and the letters he received from the <br />Land Management Department relative to removal of the encroachment. He <br />supported the open space gardens, and felt the City and the residents can work <br />together. He requested Sections R & U be removed from the ordinance, and be <br />reviewed by the Open Space Advisory Board with public input. <br />Christina Richmond, 306 Chestnut Street, Louisville, CO stated all the interested <br />parties are not in attendance due to lack of notice. She walked the open space <br />in Louisville and noted many encroachments. She stated the citizens are willing <br />to do their part to preserve the open space and requested passage of the <br />ordinance with the removal of Sections Rand U. She asked Council to consider <br />a permit process that would allow neighborhood gardens in the open space. <br />
