<br /> City Council <br /> Meeting Minutes <br /> February 21, 2006 <br /> Page 12 of 13 <br /> Marsella seconded the motion. Roll call vote was taken. The motion carried by a <br /> vote of 7-0. <br /> BOULDER COUNTY SOCIAL SERVICES REQUEST <br /> Mayor Sisk requested clarification on the Boulder County request. <br /> Recreation and Senior Services Director Williams explained Boulder County <br /> brought forth a proposed study on Boulder County Aging Services. He stated <br /> there was never any mention of a cost sharing for the $50,000 study, and the <br /> City did not at any time agree to participate in the program. The City was later <br /> billed $5,000 for the study. <br /> COUNCIL DISCUSSION: Mayor Pro Tem Brown suggested the City move <br /> forward with caution in the spirit of cooperation. Council member Marsella asked <br /> if the City is using and benefiting from the study. Recreation and Senior Services <br /> Director Williams stated the study is not yet available. Council member Marsella <br /> stated she participated in a portion of the study and noted there was never any <br /> mention of the City sharing in the cost of the study. She did not favor the <br /> procedures followed by Boulder County. Council member Muckle stated he <br /> preferred to see the study before paying for it. <br /> There was Council consensus that the matter warranted further investigation. <br /> LIBRARY UPDATE <br /> Deputy City Manager Boyd reported on the progress of the new library and noted <br /> the Council packets included some financial information. She stated the <br /> substantial completion date might be delayed by one week. Staff and the Project <br /> Manager are working on completing a Scope of Work for the building <br /> commissioning. The RFP for the commissioning services will be out next week. <br /> Mayor Sisk requested Architect Paul Wember attend a Finance Committee <br /> meeting to review the project's financial reports. <br /> CITY ATTORNEY'S REPORT <br /> City Attorney Light reported on the Colorado Free Press Public Records Request <br /> hearing, which was held on Friday, February 10, 2006. Police Chief Goodman <br /> and City Clerk Varra gave testimony at the hearing. Judge Balin will make a <br /> ruling as to the disposition of those records. <br /> CITY MANAGER'S REPORT <br /> City Manager Simmons outlined the February 28, Study Session Agenda Items: <br />
