City Council
Meeting Minutes
April 4, 2006
Mayor Sisk requested a Staff report.
Planning Director Wood reviewed the City of Lafayette's request for a minor
subdivision approval to replat property in compliance with the terms of an
intergovernmental agreement (IGA) regarding the Coal Creek Memorial
Cemetery. Lafayette acquired the 13 acre cemetery from private owners in 2001,
and in 2005 the Cities of Louisville and Lafayette approved an IGA, which
provides that in exchange for a two-inch water tap from the City of Louisville, the
City of Lafayette would replat the property holdings and convey proposed Lot 2
(3.087 acres) to the City of Louisville. The Land Management department may
utilize the property for a short term as a recycling area for trees and branches;
and in the long term, may utilize the property to expand the cemetery.
The Department of Land Management identified several environmental issues on
the property; coal spoils, concrete crypts, and concrete rubble. A cost estimate
will be developed for the removal and disposal of the coal spoils and concrete
rubble and be negotiated between the two respective City Manager offices. The
Planning Commission recommends approval with the following condition: 1.)
The 20' ingress/egress easement located on Lot 2 be vacated by the applicant
prior to conveyance of proposed Lot 2 to the City of Louisville.
Mayor Sisk asked Planning Director Wood if the City of Lafayette is in favor of
the condition. Planning Director Wood confirmed Lafayette favors the condition.
Mayor Sisk requested public comment. There were no comments.
MOTION: Council member Sackett moved to approve Resolution No. 15, Series
2006 be approved, seconded by Council member Clabots. All in favor. Absent-
Mayor Pro-Tern Brown.
AWARD CONTRACT TO ANSI FOR PURCHASE OF AUDIO-VISUAL
EQUIPMENT
Library Director Anne Mojo explained the library project included a technology
allowance for audiovisual systems. The project's technology consultant
recommended AV systems for the meeting room, boardroom, teen room and
lobby to meet the specialized needs of the library. Staff and the project manager
searched for firms specializing in A V systems. Two Denver firms; Troxell and
ANSI, submitted proposals and were interviewed. Troxell did not provide
adequate responses or equipment descriptions, nor did they have a showroom.
ANSI provided a complete proposal detailing the systems for each part of the
building and had a showroom, which provided equipment demonstrations. Mojo
outlined the AV equipment for the meeting room, board room and teen room.
The total purchase price is $46,394 plus $2,425 for a two-year service contract.
