<br /> City Council <br /> Meeting Minutes <br /> April 18, 2006 <br /> Page 4 of 16 <br />COUNCIL COMMENT <br />Mayor Sisk explained Superior Mayor Muckle was sworn-in on Monday, April 10 <br />and the Superior Board of Trustees appointed Mayor Muckle and Trustee Chu to <br />represent the Town in the library discussions with the City of Louisville officials. <br />Mayor Sisk anticipated there will be some agreement reached. <br />Council member Muckle thanked Library Director Mojo and her Staff for their <br />work. He felt confident the Town of Superior will participate. <br />Library Board of Trustees Member Eileen Patrick asked if Council had any ideas <br />on how the Board should proceed. Mayor Sisk explained the Staff and elected <br />officials will continue the negotiations. He stressed economic decisions will be <br />made based on the revenues received. <br />Council member Marsella encouraged the Library Board of Trustee to continue <br />their outreach with the Town of Superior's residents. <br />Council member Yarnell asked if the library staff knows when Superior residents <br />check out books and material. She suggested printed information be given to the <br />out-of-city residents. Library Director Mojo stated when books or materials are <br />checked out the library computer identifies the patron's residency. <br />Mayor Sisk stressed the City Staff and the Council will continue to negotiate with <br />the Superior Staff and Board of Trustees. <br />DISCUSSION/DIRECTION REGARDING CONTRACT WITH CCTV FOR <br />PUBLIC ACCESS TELEVISION MANAGEMENT <br />Mayor Sisk requested a Staff presentation. <br />Assistant City Manager for Governmental Relations Balser reported on CCTV's <br />response to the RFP for Public Access Cable Television Management. CCTV <br />made the following assumptions: 1) Comcast Technical Grant of $50,000 <br />specifically allocated for public access purposes and is unrestricted as to its use. <br />2) PEG Fees ($.50 per cable customer) - assumes the $80,000 up front technical <br />grant would be split equally between Public Access and Local Government <br />Access. These dollars can be used for capital and equipment only. 3) Ongoing <br />PEG Fees - assumes after the PEG grant expires (up to 42 months) the <br />remaining PEG fees would be split equally between Local Government Access <br />and Public Access. 4) Cable Franchise Fees - assumes 5% of franchise fees <br />dedicated to public access needs. <br />The proposed budget provided by CCTV is for one year. CCTV representatives <br />assume once the $50,000 unrestricted grant has been exhausted other sources <br />
