The franchise fees <br />provide a revenue source to the general fund for streets and alleys repairs. <br />Mayor Pro T em Brown asked if the City has a budget estimate for the needs of <br />the government channel. Assistant City Manager Balser explained a needs <br />assessment study determined local government television requires $80,000. <br />City Manager Simmons explained through the City Hall remodel there will be <br />audio/visual improvements to the City Council Chambers, which will total <br />$100,000. Deputy City Manager Boyd noted that estimate did not include <br />cameras or broadcast equipment. <br />Mayor Pro Tem Brown stated it is difficult to allocate PEG fees until the needs for <br />governmental and educational programs are determined. <br />Mayor Sisk stated the draft contract does not guarantee PEG fees through the <br />term of the contract. Any appropriations must be reviewed annually through the <br />budget process. <br />City Attorney Light confirmed the contract has language that the funding is <br />contingent upon budgets, operation and appropriation. The City cannot contract <br />for more than one fiscal year at a time. <br />Mayor Sisk stated CCTV will receive the $50,000 technical grant however the <br />amount of PEG fees for CCTV will be determined. He explained the City cannot <br />make pre-commitments on PEG fees. He asked for clarification on the residency <br />of the CCTV Board of Directors members. <br />Cecilia Girz, 4669 Ingram Court, Boulder, CO, Chairperson, CCTV Board of <br />Directors, stated the Board consists of three Louisville residents, one Lafayette <br />resident and two Boulder residents. She explained there were five Louisville <br />residents on the Board, but two have resigned. Peter Stewart explained these <br />talented people from other cities are willing to serve the citizens of Louisville. <br />Mayor Sisk favored an Intergovernmental Agreement between Lafayette, <br />Superior and Louisville for funding public access television. <br />Council member Yarnell supported a split of the PEG fees in some fashion and <br />asked if the current PEG fees were calculated in the 2006 budget. City Manager <br />Simmons explained neither the PEG fees nor the $50,000 technical grant was <br />included in the 2006 budget. A supplemental appropriation would be required. <br />Council member Marsella noted CCTV will receive the entire $50,000 technical <br />grant for the public access television, but the $80,000 in PEG fees is an advance. <br />
