<br /> City Council <br /> Meeting Minutes <br /> April 18, 2006 <br /> Page 7 of 16 <br />Council member Muckle agreed it would be difficult to revisit the 2006 budget <br />and the operating expenses for CCTV would have to be a 2007 budget <br />consideration. He also agreed a portion of the PEG fees should go to CCTV. <br />Mayor Pro Tem Brown requested further analysis prior to allocating PEG funds. <br />City Manager Simmons explained the $50,000 technical grant is unrestricted <br />however the PEG fees are restricted by federal law for capital expenses. <br />Council member Sackett voiced his support the CCTV proposal, but he also <br />supported a sound fiscal policy for the City. He favored collaboration with other <br />cities for the financial support of public access television. He stated the City's <br />participation will be based on what it can financially afford. <br />Mayor Sisk suggested at the May 2,2006 City Council meeting, Council further <br />discuss and balance the needs of the government channel and CCTV. With <br />respect to the PEG fees, that would be a discussion item for the 2007 budget. <br />Alan Sobel, 1408 Kennedy Avenue, Louisville, CO addressed the non-resident <br />members on the CCTV Board of Directors, and explained those individuals are <br />not consumers of services, they are providers of services. He stated CCTV <br />would be hard pressed to do without those talented individuals. He noted the <br />signal going to Lafayette, Erie and Superior does not cost the City any money. <br />HOYLE PROPERTY <br />DISCUSSION/DIRECTION - DRAFT HOYLE PROPERTY AMENDMENT TO <br />SOUTHEAST BOULDER, SOUTH 96TH STREET, DILLON ROAD AND US 287 <br />AREA COMPREHENSIVE PLAN INTERGOVERNMENTAL AGREEMENT <br />ORDINANCE NO. 1456, SERIES 2004 - AN ORDINANCE ZONING <br />PROPERTY KNOW AS THE HOYLE PROPERTY, 2nd reading - public <br />hearing <br />Mayor Sisk requested a Staff presentation. <br />City Attorney Light read Ordinance No. 1456, Series 2004 and addressed two <br />agenda items related to the pending zoning request for the Hoyle Property. The <br />Hoyle property is a 33.78-acre parcel on the north side of Dillon Road, between <br />Pierce Avenue and S. 104th Street, and owned by the Hoyle Family Trust and <br />represented by Attorney Richard Lopez. <br />Ordinance No. 1452, Series 2004, approved on July 20, 2004, annexed the <br />property to the City. The annexation was completed after the Boulder County <br />District Court ruled the property was an enclave entitled to annexation under <br />applicable state law.
