<br /> City Council <br /> Meeting Minutes <br /> May 2, 2006 <br /> Page 3 of 13 <br />Senior Advisory Board Chairperson Bill McDermott thanked the Mayor and <br />Council for proclaiming Mayas Older Americans Month. He highlighted the <br />services provided to seniors, which include meal services, senior bus service and <br />heat relief for seniors to help defray their heating bills. He explained the Senior <br />Advisory Board initiated a "Good Neighbor" campaign, to bring new seniors to the <br />center and noted the campaign has been very successful. <br />RESOLUTION No. 20, SERIES 2006 - A RESOLUTION APPROVING THE <br />CIMMARON DRIVE INTERGOVERNMENTAL AGREEMENT <br />Mayor Sisk requested a Staff presentation. <br />Planning Director Paul Wood reported the City of Lafayette has requested the <br />City enter into an Intergovernmental Agreement (IGA) for Cimarron Drive. <br />Cimarron Drive is a new public road, which is proposed to serve the Eagle Place <br />Townhome development located in the City of Lafayette and the Santilli Property. <br />The property is located south of South Boulder Road, immediately east of the <br />City of Louisville's easterly boundary. The parcel in Louisville is owned by the <br />Santilli Family, is ten acres in area, and is zoned Planned Community Zoned <br />District - Commercial. Cimarron Drive is proposed as a 60' right-of-way where the <br />westerly half (30') would be dedicated by the Santilli property. The City of <br />Lafayette approved the Eagle Place Development on April 20, 2006 subject to <br />the final approval of the IGA and the dedication and acceptance of the Santilli <br />land for right-of-way purposes. The Santilli family is in support of the IGA. <br />The provisions of the IGA reflect responsibilities for maintaining the constructed <br />road improvements. The City of Lafayette is required to insure the roadway is <br />constructed in compliance with approved construction drawings. The City of <br />Lafayette will administer the development agreement addressing the financial <br />guarantee and the warranty for the full extent of the road improvements. The City <br />of Lafayette will maintain all public road improvements until such time that the <br />City of Louisville approves a roadway or driveway connection from the Santilli <br />Property to Cimarron Drive. Upon connection Louisville will share equally the <br />cost of maintenance. Upon the development of the Santilli Property, the <br />owner/developer shall be required to reimburse the developer of the Eagle Place <br />Development for Cimarron Drive roadway improvements as well as 25% of the <br />cost of a traffic signal. <br />City Manager Simmons noted Lafayette's Council has not approved the IGA. <br />City Attorney Light stated his office received a draft copy of the IGA from the City <br />of Lafayette on April 12, and a second draft on April 27. <br />Mayor Sisk requested public comment. <br />
