<br /> City Council <br />Meeting Minutes <br /> May 2, 2006 <br /> Page 4 of 13 <br />Gail Elias, 1802 Lydia Drive, Lafayette, CO addressed the access on Cimmaron <br />Drive and South Boulder Road. She voiced concern over the traffic congestion in <br />the area and the maintenance of the road. She was also concerned with the <br />Hecla/Cimmaron connection. <br />Jason Ensher, 2021 Timons Circle, Lafayette, CO addressed the email he sent to <br />the Louisville Mayor and City Council, requesting they deny the IGA. He stated it <br />would eliminate the buffer between Lafayette and Louisville, and create more <br />traffic. He supported a gateway between the two cities. <br />Linda Hostetter, 1414 Lydia Drive, Lafayette, CO requested the Louisville City <br />Council deny the IGA. Her main objection to the Eagle Place development <br />project is that 100% of the properties will be rental. She stated the open space <br />between the two cities will be lost. <br />Marc Painter, 1800 Broadway, Boulder, CO, Attorney for Eagle Place <br />Development, addressed a memo directed to Council from Frank Alexander, who <br />supports the project. He explained Colorado Housing and Finance Authority <br />have allocated tax credits for this project. He stressed this is a very strongly <br />supported project by CHAFA and Boulder County. <br />COUNCIL COMMENT <br />Mayor Sisk suggested the Lafayette City Council approve the IGA prior to the <br />City of Louisville's review and approval. He did not want to get involved in the <br />planning process for the City of Lafayette. <br />Council member Muckle agreed and voiced concern over a loss of a buffer <br />between the two communities and the increase in traffic. <br />Mayor Pro Tem Brown agreed Louisville should not be involved in the City of <br />Lafayette's business. He stated Lafayette should finalize and approve the IGA <br />before seeking Louisville's approval. He asked if this is an open space parcel or <br />vacant land. Planning Director Wood confirmed the property is vacant land. <br />Council member Marsella applauded Lafayette for the quality low income <br />housing project they propose. She concurred Lafayette should approve the IGA <br />prior to Louisville's review and approval so that the project can go forward. She <br />felt it would be a benefit to the community. <br />Mayor Sisk stated the Santilli property is zoned commercial and there might be <br />opportunities for commercial development and an increase in sales tax. <br />Gail Elias, 1802 Lydia Drive, Lafayette, CO clarified the property in question was <br />zoned agricultural prior to its annexation. <br />
