<br /> City Council <br />Meeting Minutes <br /> June 6, 2006 <br /> Page 14 of 16 <br />Mayor Sisk requested a City Attorney introduction. <br />City Attorney Light read Ordinance No. 1494, Series 2006. <br />Mayor Sisk requested a Staff presentation. <br />Public Works Director Phare explained in 1932 the City acquired interest in <br />Mammoth Reservoir just outside the Boulder County limits in Gilpin County. The <br />property was acquired for purposes of water storage to supplement the municipal <br />water system. The City did not proceed with acquiring the necessary water rights <br />to store in the reservoir. In the late 1980's the City and the Forest Service with <br />assistance of the National Guard demolished the dam as it was in poor state of <br />repair and a threat to breach and cause flooding damage. <br />The City's original interest in the property was acquired with the understanding <br />that if it was ever abandoned as a water storage facility that the property would <br />revert to the original seller. The City effectively abandoned its storage interest in <br />the property and the property owner is requesting a Quit Claim Deed in order to <br />clarify the fact that the property has in fact reverted to the original property <br />owner. The Ordinance by Quit Claim Deed has been prepared by the City's <br />Attorney. <br />The City Attorney's office has recent understanding with Mr. Toll that the City <br />would be reimbursed for its legal expenses associated with the preparation and <br />conveyance of the Quit Claim Deed. <br />MOTION: Mayor Sisk moved that Council send out Ordinance No. 1494, Series <br />2006 for publication and set a public hearing for June 20, 2006, seconded by <br />Mayor Pro Tem Brown. All in favor. <br />LIBRARY UPDATE <br />Deputy City Manager Boyd reported discussing the expansion of the study and <br />the rebates program with Architectural Energy Corporation. This could be <br />presented at the next Council meeting on June 20. The cost estimate for the <br />next phase of the study would be $3,790.00. The final phase includes <br />conditioning the system at an estimated cost of $7,375.00. The total soft costs <br />for the photovoltaic system would be just over $15,000. <br />Mayor Pro Tem Brown reported a local resident contacted him and requested the <br />City Council consider a thorough review of energy efficient measures, including a <br />wind powered system for the new library. <br />Deputy City Manager Boyd updated Council on the progress of the new library. <br />
