<br /> City Council <br /> Meeting Minutes <br /> October 3, 2006 <br /> Page 4 of 15 <br /> Mayor Pro Tem Brown asked if Ballot Issue 3A has a sunset clause. Ms. <br /> Schroeder stated the ballot issue provides a 25-year sunset clause. <br /> Mayor Pro Tem requested public comment. There were no comments. <br /> The City Council members voiced their support of Boulder Valley School District <br /> Ballot Issue 3A. <br /> MOTION: Council member Marsella moved to approve Resolution No. 43, <br /> Series 2006, seconded by Council member Muckle. All in favor. Recused: <br /> Mayor Sisko Absent: Council member Clabots. <br /> Mayor Sisk returned to the meeting at 7:30 p.m. <br /> RESOLUTION No. 44, SERIES 2006 - A RESOLUTION STATING THE <br /> INTENT OF THE LOUISVILLE CITY COUNCIL FOR THE APPLICATION OF <br /> USE TAX PROCEEDS FROM BALLOT ISSUE 2A <br /> Mayor Sisk reported the Louisville City Council has placed Ballot Issue 2A on the <br /> November 7, 2006 municipal ballot due to the fact that the City has been <br /> experiencing declining sales tax revenues and there are some programs that <br /> may not be funded adequately without additional revenues to the City. Resolution <br /> No. 44, Series 2006, states the City Council's intent for the Use Tax funds <br /> collected on tangible personal property, and on construction and building <br /> materials used in new residential construction. Council has determined the use <br /> tax revenues should be directed at an appropriate level to the following <br /> programs: open space and parks, Memory Square and other recreational <br /> services, the Louisville Public Library, public safety and senior services. <br /> Mayor Pro Tem Brown voiced his concern future Council's may have to make <br /> difficult decisions relative to the allocations of the use tax funds. City Attorney <br /> Light explained future Councils have the right to reallocate the funds if they wish. <br /> Mayor Sisk explained Resolution No. 44, Series 2006 stipulated how the current <br /> Council intends to allocate the funds. He requested public comment. <br /> Susan Morris, 939 W. Maple Court, Louisville, CO stated PLAN Boulder has <br /> decided to endorse Louisville Ballot Issue 2A. <br /> COUNCIL COMMENT <br /> MOTION: Council member Yarnell voiced her support for the resolution, and <br /> stated it makes a commitment to the citizens on capital investments in the City. <br /> She moved to approve Resolution No. 44, Series 2006, seconded by Council <br /> member Muckle. All in favor. Absent: Council member Clabots. <br />
