<br /> City Council <br /> Meeting Minutes <br /> October 3, 2006 <br /> Page 7 of 15 <br /> John Leary, 1116 LaFarge Avenue, louisville, CO stated his concern centers on <br /> the multi-million dollar expenditures of taxpayers' money on urban renewal <br /> projects. He noted there is no insight in the urban renewal plan that establishes <br /> how taxpayers' funds will be spent and there are no clear objectives in the plan. <br /> He stated the plan centers on blight on Highway 42, but there is no explanation <br /> on why the boundaries are being expanded. He did not favor a separate Urban <br /> Renewal Authority and noted they are not bound by their own bylaws. He also <br /> addressed recent violations in the open meetings law regarding notice. <br /> Paul Hu, 1210 E. Spruce Street, Louisville, CO stated he is proud to see <br /> Louisville named as "The Best Place to Live." He supported a separate Urban <br /> Renewal Authority as a task force. He noted the citizens who oppose an Urban <br /> Renewal Authority have a fear of the unknown. He felt the Urban Renewal <br /> Authority's redevelopment of Highway 42 would be a benefit to the City and <br /> provide a good tax base. He addressed several urban renewal projects <br /> throughout the County that stimulated the economy. He suggested the City <br /> change the zoning law and the tax incentive. He urged the Council to pass <br /> Resolutions No. 36 and 37, Series 2006. <br /> Garrett Mundelein, 555 County Road, Louisville, CO addressed the general <br /> accountability of the Urban Renewal Authority and their ability to spend tax <br /> payers' funds. <br /> Ty Gee, 253 Hoover Court, Louisville, CO addressed his comments made at the <br /> August 15, 2006 Council meeting regarding the blighting of the King Soopers and <br /> Safeway shopping center and stated the Louisville Revitalization Commission <br /> has not addressed the issues he raised. He asked why the Pow Wow Grounds <br /> are included in the urban renewal proposal. He addressed Resolution No. 37, <br /> Series 2006, which permits tax incentives on development at the taxpayers' <br /> expense. He stated the elected Council members are held accountable and <br /> should listen to their constituency. He stated the Louisville Revitalization <br /> Commissioners are not elected officials and will not be held accountable. <br /> Rob Lathrop, 601 Johnson Street, Louisville, CO Louisville Revitalization <br /> Commissioner stated he is an experienced businessman, a banker and has <br /> served on City Council. He addressed the City's current financial difficulties, and <br /> stated the Louisville Revitalization Commission's goal is to provide assistance to <br /> the City Council on the Highway 42 redevelopment. He stated the Council must <br /> determine whether the Louisville Revitalization Commission is capable of <br /> handling the financial aspect of the Urban Renewal Plan. <br /> Michael Reis, 738 Pear Court, Louisville, CO, Louisville Revitalization <br /> Commissioner agreed the process the Commission has taken has been very <br /> public. He noted the Commission has amended their bylaws to be compliant with <br /> the Home Rule Charter, and reviewed the boundary issue and found it to be <br />
