<br /> City Council <br /> Meeting Minutes <br /> October 3, 2006 <br /> Page 6 of 15 <br /> RESOLUTION No. 37, SERIES 2006 - A RESOLUTION MAKING <br /> LEGISLATIVE FINDINGS AND APPROVING THE URBAN RENEWAL PLAN <br /> FOR THE HIGHWAY 42 REVITALIZATION AREA <br /> City Attorney Light addressed Resolution Nos. 36 & No. 37, Series 2006 and <br /> noted member of the public may address both resolutions in their comments. <br /> City Manager Simmons explained following the August 15 City Council meeting <br /> the Louisville Revitalization Commission (LRC) considered the public comment <br /> regarding the proposed boundaries of the Conditions Survey. The Commission <br /> continues to believe that the proposed boundaries reflect the goals and <br /> objectives as outlined in the City's Comprehensive Plan, as well as being prudent <br /> and reasonable. <br /> City Staff has met with Boulder County relative to an intergovernmental <br /> agreement regarding TIF financing for urban renewal projects. The proposed <br /> agreement has a five-year provision with respect to those funds. <br /> The Commission sent a letter to the Louisville Fire Protection Association in <br /> response to their comments at the last public meeting. Clarification was made on <br /> district boundaries and on the mill levy. <br /> The Commission passed new bylaws compliant to the Louisville Home Rule <br /> Charter and is revising the urban renewal plan. A recommended revision of the <br /> plan requires any redevelopment be approved by a resolution passed by a <br /> majority of the Louisville Revitalization Commission. <br /> Mayor Sisk requested public comment. <br /> David Finamore, 720 Grant Avenue, Louisville, CO, urged Council to deny <br /> Resolution No. 36 & 37, Series 2006. He did not support an Urban Renewal <br /> Authority, and stated the City Council should make decisions on the <br /> redevelopment of the area. He opposed giving control and tax money to a <br /> separate authority. <br /> Susan Morris, 939 W. Maple Court, Louisville, CO voiced her appreciation to the <br /> Council for working with Boulder County on the TIF funds. She voiced her <br /> concern with an Urban Renewal Authority. She stressed the City Council was <br /> elected to represents the citizens. She urged Council to wait until all the <br /> information has been presented before proceeding. <br /> Bob Tofte, 1417 Courtesy Road, Louisville, CO, Louisville Revitalization <br /> Commissioner addressed the public: comments made relative to an Urban <br /> Renewal Authority. He stressed the! process has been very public. <br />
