<br /> City Council <br /> Meeting Minutes <br /> November 8, 2006 <br /> Page 3 of 13 <br /> RESOLUTION No. 37, SERIES 2006 - A RESOLUTION MAKING <br /> LEGISLATIAVE FINDINGS AND APPROVING THE URBAN RENEWAL PLAN <br /> FOR THE HIGHWAY 42 REVITALIZATION AREA <br /> RESOLUTION No. 49, SERIES 2006 - A RESOLUTION APPROVING A <br /> COOPERATION AGREEMENT BETWEEN THE CITY OF LOUISVILLE AND <br /> THE LOUISVILLE REVITALIZATION COMMISSION <br /> RESOLUTION No. 50, SERIES 2006 - A RESOLUTION APPROVING A TRI- <br /> PARTY AGREEMENT BETWEEN THE LOUISVILLE REVITALIZATION <br /> COMMISSION, THE CITY OF LOUISVILLE, AND BOULDER COUNTY <br /> Mayor Sisk requested an introduction by City Attorney Light. <br /> City Attorney Light outlined the contents of Resolutions No. 36, No. 37, No. 49 <br /> and No. 50, Series 2006. He suggested the public comment could be on any of <br /> the resolutions presented tonight. <br /> Mayor Sisk opened the public hearing and requested a Staff presentation. <br /> City Manager Simmons reviewed the following: <br /> . Resolutions relative to the Urban Renewal Plan <br /> . Intergovernmental Agreement with Boulder County <br /> . Draft cooperation agreement with the Revitalization Commission <br /> . Rules and regulations established for the Revitalization Commission <br /> . Suggested revision items in the plan and the participation of the City <br /> . Tri-party agreement <br /> Anne Ricker of Leland Consulting Group addressed issues of concern expressed <br /> by citizens. She spoke to financial concerns, conditions of blight, including vacant <br /> land, power of the Revitalization Commission within an urban renewal plan, Tax <br /> Increment Financing (TIF) and control of those funds, increase of market activity <br /> and the arrest of conditions of blight. She suggested any fiscal impact study be <br /> accompanied by a comparison to doing nothing. She presented a study on the <br /> benefits of urban renewal. <br /> City Manager Simmons clarified items concerning the budget for the <br /> Revitalization Commission. <br /> Mayor Sisk called for public comment. <br /> Boulder County Commissioner, Ben Pearlman addressed the proposed impact of <br /> urban renewal within Louisville on the County. <br />
