He asked if the <br /> City needs to spend millions of dollars to prevent blight. He urged the Council to <br /> reject the urban renewal plan and dissolve the LRC. <br /> Rob Lathrop, 601 Johnson Street, Louisville, CO, member of the Louisville <br /> Revitalization Commission, addressed the agreements of understanding with <br /> Boulder County and the City. He noted LRC decisions on funding and final <br /> agreements and projects will be made with Council approval. <br /> Ronald Losasso, 498 Eisenhower, L.ouisville, CO stated the urban renewal of this <br /> area is an opportunity that may not occur for a long time, if ever again. He <br /> encouraged Council to approve the urban renewal development plan. <br /> Carleen Smeaton, 1425 Cannon, Louisville, CO stated she has some concerns <br /> with the plan, but felt urban renewal would do a lot for the business areas in <br /> Louisville. She noted her home has been listed in the blighted area to make way <br /> for the rail line. She asked if the relocation would be to an area in Louisville she <br /> could afford. <br /> Alex Szollosi, 326 Spruce Lane, Louisville, CO noted the power of FasTracks. <br /> He supported the LRC and encouraged Council to approve the urban renewal <br /> plan stating it would enhance FasTracks. <br /> Mayor Sisk asked for Council questions. <br /> Council Member Muckle addressed the confusion over the revenue flow in this <br /> project. He asked for clarification that property tax increments would be diverted <br /> to the urban renewal authority. <br /> Attorney City Light responded yes the property tax increment would begin upon <br /> the approval of the plan. The plan states the sales tax increment could only be <br /> used if the commission first presented a plan for the use to the City Council and <br /> Council provided an additional legal approval allowing sales tax use for purposes <br /> of the commission. <br /> Council Member Sackett expressed there is success and failure in revitalization <br /> plans. He commented on the Council's responsibility to manage the City in a <br /> fiscally responsible manner. He felt Louisville would prosper and survive whether <br /> the plan was approved or not. He stated he could not approve the plan tonight. <br /> Council Member Clabots commented on the work put into this process. He <br /> spoke to the citizen concerns brought up at the Ward I meeting including urban <br /> renewal and condemnation. He asked Planning Director Wood about the general <br /> timeline for commercial redevelopment. Wood responded the City has not seen <br /> any significant turn over on regional properties. <br />
