Planning <br /> Director Wood stated those lots are restricted to single-story houses, with a <br /> limited footprint. <br /> Mayor Sisk requested public comment. <br /> Eva Kosinsky, 1301 Jackson Court, Louisville, CO asked if the Staff's <br /> recommendation included a change in zoning. Planning Director Wood stated <br /> the Staff recommendation included the reduced lot size, cluster development and <br /> the open space. <br /> Donald Tadeburg, 1561 Kennedy Avenue, Louisville, CO stated he understood <br /> the sewer line connection along Kennedy Avenue could not serve the proposed <br /> McStain subdivision. Public Works Director Phare stated the same line that <br /> services Kennedy Avenue would be sufficient to serve more than 25 new homes. <br /> Seth Johnson, 979 West Willow, Louisville, CO requested Council make a <br /> determination on the proposal and not send it back to the Planning Commission. <br /> Eric Whitenberg, President and CEO of McStain Neighborhood stated the <br /> proposed development is an opportunity for McStain to return to the City, develop <br /> a green build community and provide open space. <br /> City Attorney Light asked the following documents be added to the record: The <br /> map provided by Mr. Reed; the Gateway Subdivision Agreement; and Resolution <br /> No. 38, Series 2005. <br /> MOTION: Council member Muckle moved the documents outlined by City <br /> Attorney Light be entered into the record, seconded by Council member Clabots. <br /> All in favor. Absent: Council member Yarnell. <br /> Council member Muckle stated he liked the project, but had concerns over the <br /> issues raised. <br /> Mayor Pro Tem Brown voiced his concern over traffic issues, and the need for <br /> affordable housing. He was in favor of the environmentally friendly homes and <br /> the preservation of open space. <br /> Mayor Sisk also had concern over the number of homes proposed, and the traffic <br /> and safety issues. He stated he could not support the request for appeal. <br /> Council member Marsella agreed there are constraints against the property, such <br /> as traffic and the need for affordable housing. She stated infield properties <br /> should not be prairie castles. She felt the project is worthy with the energy <br /> efficient home proposal. <br />
