Wood replied that there is approximately 18,000 sf approved for 728 Main Street. <br /> <br />Mayer asked whether these approvals had all occurred within the past year. <br /> <br />Wood replied, yes. <br /> <br />Mayer stated that this would mean that Council has essentially approved over half the <br />square footage that is remaining for downtown within the past year. He questioned <br />whether the existing evidence would support the statement that the remaining square <br />footage will last for quite some time. He stated that if Council wants to go strictly by <br />square footage, then they should address how the undeveloped lots will be handled, or put <br />a transferable development rights program into place. <br /> <br />Davidson asked Light whether the City could take administrative action to reserve square <br />footage for the two vacant lots, based upon their maximum buildable area. <br /> <br />Light replied that you might run into a uniformity of regulation issue. He stated that it is <br />like separating the west side of the tracks from the east side. There is currently a CC <br />district, and perhaps there needs to be more districts. <br /> <br />Davidson stated that, in his view, the east side of the tracks should be excluded. <br /> <br />Light replied that it would require a rezoning. <br /> <br />Davidson stated that there is time to address the east side of the tracks, however, there are <br />only two vacant lots on the west side of the tracks. He stated that he did not believe one <br />would be a buildable lot, due to setbacks, etc., as it is a very narrow, triangular-shape lot. <br />He thought that if the 52,000 sfthat is available downtown is developed, the two vacant <br />lots would probably be purchased for parking. <br /> <br />Mayer stated that he thought there were three lots, the triangular lot, the Steinbaugh's <br />storage area, and another lot. He felt that Council should address those, in order to avoid <br />a lawsuit in the future. <br /> <br />Keany stated that there might be a slight change in the square footage. If a developer has <br />to tear structures down in order to provide parking, there will be square footage added <br />back into the mix downtown. He expressed support for addressing downtown by square <br />footage. <br /> <br />Howard stated that it's time for Council to either approve or disapprove the Ordinance <br />and move on. He moved that Council approve Ordinance No. 1294, Series 1999 - An <br />Ordinance Amending the Zoning Code and Establishing a Maximum Floor Area For <br />Downtown Louisville, with the amendments proposed in the second reading, seconded by <br />Keany. <br /> <br />25 <br /> <br /> <br />
