The rezoning was
completed in conjunction with approval of a new subdivision plat and an overall final
PUD development plan. The PCZD district allows a mix of commercial and industrial
uses within four separate sub areas. The rezoning was done, in part, to expand the area
where office uses were permitted as uses by right. There were also limitations placed on
the scope of other approved uses. The Commercial Development Design Standards and
Guidelines were adopted through the rezoning as the applicable design standards in
several of the sub areas, depending on the type of use requested. The ability to make
special review use applications was incorporated into some sub areas, as noted on the
Plan.

Lots 1 through 5, Block 1 constitute a PCZD sub area on the west side of the subdivision,
adjacent to the Burlington Northern RR tracks. In addition to standard industrial uses, this
sub area is approved for office and corporate uses as uses by right. Office and corporate
uses are required to meet the Commercial Development Design Standards & Guidelines
in this and other sub areas. No possible special review uses were included in this sub
area. The applicant, Colorado Tech Land Company, also known as Knollwood Partners,
is requesting additional uses be potentially allowed in this sub area, if approved through
the City's Special Review Use process. No final authorization for any special review use
is being requested at this time, but rather the ability to request Special Review Use
approval through the standard City review process.

26
