Planning Commission <br />Meeting Minutes <br />September 12, 2024 <br />Page 9 of 12 <br />Markell explained that there were a few different egress points for the alley. For the <br />residents to the east of the pocket park, their exit would be via either Canon Circle or the <br />private alley. <br />Bangs asked for clarification on the definition of a private alley, and whether the alley <br />would essentially function as a road or if it was proportioned to be an alley. <br />Markell explained that the alley was sized according to the required aerial access and <br />the traffic that would be utilizing it. <br />Bangs asked if the residents would perceive the private alley as a road or if they would <br />see it as an alley. <br />Markell explained that they made efforts to "mask" the alley by surrounding it with <br />greenery to avoid it feeling like a strip of asphalt. <br />Bangs asked if the existing properties on Harper Street will have access to the alley. <br />Markell said no, because there was a landscape buffer between the private alley and the <br />alley on Harper Street. <br />Bangs raised concerns about traffic flow and access to Louisville Middle School, asking <br />how detailed the plans were regarding traffic mitigation and pedestrian safety, particularly <br />regarding crossing points and pinch points. <br />Markell explained that they had included some "neck -down" areas in the plans for traffic <br />calming. They had also conducted a standard traffic analysis along South Boulder Road, <br />including a diesel lane, and had analyzed the crosswalks to ensure they wouldn't impede <br />pedestrian flow. <br />Bangs asked if these analyses were specifically for the south end of Front Street as <br />shown in the plans. <br />Weikert clarified that, on the western side of Front Street, where the alley comes through, <br />there would be a stop sign and a crosswalk as shown in the plans. <br />Mihaly asked if emergency vehicles would be able to fit in the alleyway. <br />Weikert confirmed that emergency vehicles would be able to fit, as they had worked with <br />the Fire Marshal to ensure there was adequate space. <br />Choi asked for clarification on the parking lot shown in the plans, specifically regarding <br />the East and West access points from Canon Circle to Front Street. <br />Markell confirmed that the parking lot would indeed have access to Canon Circle. <br />Markell also revisited the question about setbacks, explaining that they were compliant <br />with the International Design Code (IDC) and International Residential Code (IRC). <br />Brauneis asked about the sidewalk width on Highway 42. <br />Weikert responded that they were in discussions with the city as part of the highway <br />remodel and that further discussions would take place during the Final PUD process. <br />Choi asked whether their approach would include ramps, truncated domes, and curb <br />cuts, or if there would be elevated crosswalks. <br />Weikert said that, as of now, they planned to include truncated domes in the typical <br />crosswalk design. <br />City of Louisville <br />Community Development 749 Main Street Louisville CO 80027 <br />303.335.4592 www.LouisvilleCO.gov <br />
