Planning Commission <br />Meeting Minutes <br />September 12, 2024 <br />Page 6 of 12 <br />1) The applicant will work with staff in the final PUD process to redesign the proposed <br />sidewalk and right-of-way improvements adjacent to South Boulder Road. <br />2) The Final PUD shall comply with Colorado SB24-005, which will prohibit local <br />governments from allowing the installation of nonfunctional turf as defined and <br />outlined in the bill. <br />3) In the Final PUD, the process shall provide all necessary evidence to support their <br />request to satisfy the Inclusionary Housing provision of LMC sec. 17.76, including <br />a Voluntary Alternative agreement or other agreed upon Options to Satisfy in <br />accordance with LMC Sec. 17.76.050. <br />Commissioner Questions of Staff: <br />Mihaly asked about traffic flow and how it would interface with the existing South Boulder <br />Road and Highway 42. <br />Post answered, agreeing with Mihaly, and explained that the median improvements on <br />South Boulder Road are directly north of the proposed access point. He noted that the <br />traffic study didn't recommend any additional improvements. Post also mentioned that the <br />City had adopted the Future 42 Plan, which is a comprehensive public improvement <br />document that includes proposals for signalized intersections. This plan also considers <br />the build -out of the Highway 42 Revitalization Area. As a result, Post didn't believe any <br />additional improvements were proposed for South Boulder Road. <br />Bangs asked about Post's earlier statement that the Front Street connection was <br />approved back in 2016, noting that it had been approved when the development —or the <br />PUD—was tentatively approved for 51 or 55 dwelling units, with 51 units being the final <br />count. <br />Post confirmed that was correct. <br />Bangs expressed concern about this. <br />Moline's question was also about circulation and concerns regarding the Front Street <br />connection to Griffith from neighbors and others. He asked what Public Works would <br />consider if Front Street wasn't allowed to connect to Griffith, particularly in terms of having <br />enough access points for the subdivision. <br />Post asked Cameron Fowlkes, the City Engineer, to answer the question. <br />Fowlkes explained how critical the connection between Front and Griffith is. He noted <br />that if the Front Street connection wasn't made, having only three access points would <br />make it very challenging for people leaving the building, particularly for those heading <br />west toward Boulder. Therefore, Public Works considered the Front Street connection to <br />be crucial to the development, and without it, the project would need to be re-evaluated <br />from the beginning. <br />Baskett asked staff to elaborate on the sidewalk reduction along South Boulder Road <br />and Highway 42. <br />Post clarified that the 5-foot reduction would not apply and would not be supported for <br />South Boulder Road. He also mentioned that the applicant was requesting an 8-foot <br />reduction.
