Other features included playground, seating <br />and gathering space at Enclave. Sunflower was slated for landscape improvements and <br />community gathering facilities, but no playground was needed. <br />• PPLAB has held meetings for continued comments on design elements. Due to <br />adjacency and other concerns, Sunflower and Enclave were redesigned in Oct. 2024. <br />The project review is now at the 95% level <br />• The Parks Dept. has some initial pricing from CMGC Const Manager, a General <br />Contractor. Final plans need to be approved by City Council prior to the bidding <br />process. <br />• Tonight's task for PPLAB is to review the design and make comments prior to submittal <br />at the January 21 City Council Meeting. <br />• PPLAB members had questions on eligibility for Federal disaster replacement funding. <br />City insurance denied replacement of Enclave playground, which had been scheduled <br />for renovation. GoCO came through with the $500K matching grant. <br />• Previous contractor KCI Construction was good on delivery on Carnival and Meadows <br />Park renovations. Came in under budget. The budget surplus has been applied to <br />Enclave and Sunflower Park renovation. <br />• Recent changes in Sunflower Park design include walkway replacement and grades at <br />Sunflower to match ADA guidelines, with significant hillside and slope reduction (see <br />drawing in Meeting Packet). Upper portion of Sunflower includes playable grass space, <br />landscape buffering on west and east sides, informal play area on the south, relocated <br />bench for views to SE, sled hill created to Sunflower St, turf replacement with better sod <br />on north side. Two fire -damaged trees need to be removed, a couple of the ash trees will <br />be kept due to public comments. <br />• PPLAB noted that the plant list has not changed. Earlier suggestions from PPLAB <br />included the addition of actual sunflowers and a flattened center for the Sunflower <br />pavement feature. Community residents wanted retention of the Ash trees, but city may <br />need to replace EAB compromised trees. PPLAB preferred native grasses for the hill, <br />which could come in a sod mix. Washinton St play area could be traffic safety hazard, <br />possible hedge along the street margin? Enviroturf proposed due to 40% less water <br />than traditional Kentucky Blue grass. <br />• On the south side low water Bermuda grass could work, Buffalo/Blue Gramma as well. <br />Plant list needs to be revised to include more native plants and shrubs per prior PPLAB <br />comments. Abby described low water requirement for Bermuda grass and dryland seed <br />mix sod in both areas for quicker establishment and will evaluate potential spots for <br />sunflowers. <br />• Recent changes for Enclave include a retention basin where drainage enters from the <br />west, storm water channel modifications by Louisville Public Works are in progress. <br />These will include a cobble/dry creek look, with boulders in entry forebay, with <br />engineering modification for sediment collection and infiltration of storm water to East <br />outlet. Playground replacement is the primary objective, including swings and a play pit <br />with engineered surface, and a concrete plaza to west. Seating tiers are planned for <br />west side of plaza, with landscape buffering, new trees, and a complete scrape and <br />regrade, with new sod. Playgrond and plaza will be raised above current grade.
