CHIEF'S CORNER
Greetings Louisville! I'm Rafael
Gutierrez, and I'm excited to
introduce myself as your new
Chief of Police and partner in
maintaining a safe and secure
community. With over 27 years
in the public safety field, I hope
to use my experience to improve
how police services are offered in Louisville. I strongly
believe in building relationships and engaging with
those who live and work in our city. Louisville is known for
being a safe and livable community and the professional
staff and sworn members of your Police Department are
committed to working hard to maintain that status.
A large part of our current focus is working with fire
impacted residents and neighborhoods. Property crime
has been a specific concern in these areas as residents
try to recover and rebuild. The Police Department
continues to utilize technology, develop partnerships,
and implement a focused policing strategy to address
these issues. In looking at current property crime trends,
the city has experienced an overall decrease of about
17% in 2022 as compared to the previous year.
Community partnerships are supported through various
programs offered by the Police Department that are
available to the entire community. The Art of Neighboring,
Crime Prevention Through Environmental Design
(CPTED), Community Conversations, and participation
in neighborhood events and meetings allow us to
proactively address crime and quality of life concerns.
The Art of Neighboring encourages residents to get to
know your neighbors to help create a deeper sense of
community and helping those around us. Our goal is to
create an environment where quality of life is improved
and there is a greater feeling of safety. CPTED can
help people assess their property's physical space to
determine if any modifications can be made to help
prevent crime. Community Conversations are held on
the first Wednesday of every month and give you the
opportunity to speak with police command staff and
our Crime Prevention Specialist to share concerns, ask
questions or simply get to know us. You can find the
complete schedule on the City's website.
I look forward to working together and getting to know
the community. The plan is comprised
of outcomes that will influence EDI education and
training, decision -making practices, identifying ways of
strengthening community engagement, and compiling
helpful EDI resources. This fall, we're also highlighting
events and programming in our "Who We Are" series
which humanize the experiences, backgrounds, and
perspectives of all members in our community — those
that are represented and underrepresented within
the City. Some of the upcoming events include Italian
American Heritage Month, HispaAnic Heritage Month
in September, Indigenous Peoples' Day in October,
and Veterans Day in November.
