Revitalization Commission <br />Minutes <br />December 11, 2024 <br />Page3of9 <br />Mayor Leh commented that anything that clarifies terms are helpful, and the additional language <br />doesn't seem to detract from the agreement. <br />Public Comments: <br />Property Owner Nina Williams commented that she has no issues with the requested <br />amendment to the agreement so long as it doesn't delay a motion to approve the agreement. <br />Approval of South Street Underpass Sculpture <br />The Economic Vitality Specialist presented the South Street Underpass Sculpture project to the <br />commission, requesting approval for the installation to move forward. The resolution was <br />included in the meeting packet and staff requests LRC final approval of the First Amendment to <br />the 221 Cooperation Agreement. <br />Commissioner Williams made a motion to approve Resolution 24-05 approving an amendment <br />to the cooperation agreement between the City of Louisville and the LRC regarding funding for <br />public art in the South Street gateway. Mayor Leh seconded. Roll Call Vote: unanimously <br />approved. <br />Commissioner Comments: None. <br />Public Comment: None. <br />Discussion and Approval of 2025-2026 Work Plan <br />The Economic Vitality (EV) Manager presented the draft LRC 2025-2026 Work Plan to the <br />Commission for discussion and adoption. <br />Commissioner Comments: <br />Mayor Leh commented that this is his final meeting on the LRC, adding that Mayor Pro Tem <br />Dickinson will likely be appointed to the LRC for 2025. Mayor Leh responded to Jillian Miller's <br />comments regarding closures as part of the Downtown Vision Plan. <br />Chair Adler commented that the LRC needs to provide support to businesses during <br />construction and reminded the Commission that the LRC provided relief grants during the <br />COVID pandemic. The EV Specialist will check the records on how much was provided during <br />the pandemic and report back to the Commission. The EV Manager commented that best <br />practices for ways to support businesses through the project is part of the implementation of the <br />workplan. <br />Commissioner Lipton commented that it seems that what we're trying to do in the Revitalization <br />District has three parts: the Urban Renewal District, the City and what they do in terms of <br />financial support and otherwise, and private businesses. He added that it seems we haven't had <br />a good conversation about the responsibilities of each part, and he suggested the LRC should <br />discuss this as part of the work plan. For example, he mentioned that he is unaware of what, if <br />any, financial support the Economic Vitality Committee (EVC) offers and how the Chamber fits <br />in. The EV Manager responded that part of the retreat included discussions around how all the <br />organizations work together as part of Economic Vitality and how the LRC can leverage other <br />Agenda Packet P. 5 <br />
