This conversation can be included in the discussion of each item <br />in the proposed Work Plan. <br />Commissioner Harald commented that his understanding on next steps emerging on bond <br />financing for the Vision Plan will be collaborative with City Council but the bulk of the authority <br />about how much of that money will be spent falls more to City Council. He feels it's important to <br />have a detailed conversation about the LRC priorities and preferences, which have been <br />communicated to Council. He expressed concerned about how much of the bond proceeds can <br />be earmarked for things like assistance for businesses impacted by construction. He would like <br />a clear understanding of how to have a conversation with the City about bond proceeds being <br />used for other large projects which may come forward in the next few years. It's not clear where <br />the funding for needs will come from now that the LRC's budget is constrained. <br />Chair Adler suggested each Work Plan priority can be discussed in the order listed to help <br />structure the discussion. <br />Downtown Vision Plan — Design Development <br />The EV Manager commented that the Vision Plan RFP will go out in January, and they will <br />home in on the plan that was adopted to get more concrete estimates and construction design <br />documents completed. This will provide a clear understanding of construction costs for the <br />various elements of the project. Then the LRC will decide which components of the project the <br />Commission wants to fund. Then it will go to Council for approval. Commissioner Iglesias asked <br />if Council is able to change the LRC recommendations. The EV Manager responded that <br />Council may approve modifications/changes to the LRC's recommendations, but LRC makes <br />final approval prior to spending. <br />Commissioner Tofte asked if the LRC will see the RFP before it is posted for bids. The EV <br />Manager responded that the LRC won't review the RFP prior to posting. It will include the whole <br />project as previously approved by the Commission. Choosing which components to fund will <br />happen after the design work has been completed. <br />Commissioner Williams commented that it will be critical for the LRC to engage downtown <br />business owners in the conversations identifying which elements to fund, adding that anyone <br />can attend LRC meetings to provide comment. She suggested that the LRC should have more <br />intention bringing the information to groups like the Chamber and the Downtown Business <br />Association so that the LRC's decisions are more informed. The EV Manager responded that <br />the intent is to have additional rounds of public comment throughout the process. <br />Chair Adler mentioned that she heard at the Council meeting that it was possible that small <br />working groups might be included as part of the design process. She asked if that will still <br />happen and include a liaison from the Chamber and Downtown Business Association. The EV <br />Manager responded that she would have to check on this question and will report back on this <br />question to the Commission. Chair Adler commented that she feels having structured input from <br />these organizations is important to the project. <br />Mayor Leh commented that it's essential that LRC have a strong voice and collaboration with <br />stakeholders. Chair Adler responded that this is why we have a liaison on Council, to relay the <br />LRC's wishes to City Council as a whole. <br />Agenda Packet P. 6 <br />
