SUBJECT: AWARD CONTRACT FOR DOWNTOWN PULSE PROJECT <br />DATE: FEBRUARY 3, 2025 <br />PAGE2OF3 <br />The consultant teams were also asked to provide a sealed fee proposal at the interview phase. <br />While the fee was not a primary consideration for the selection, fees were opened and reviewed <br />after selection to ensure that the selected consultant's fee proposal was in a reasonable range <br />to serve as the basis for fee negotiations. <br />Upon completion of interviews, the selection committee met to discuss final rankings. The <br />selection committee agreed that RVi was the most prepared and most engaged firm with a <br />quality team of sub -consultants. The following considerations were key factors that led to <br />selection of RVi: <br />• RVi's had the lowest fee by 5+%, <br />• RVi had the most relevant experience with similar projects by size, scope, and delivery <br />method, <br />• RVi included a contractor on their team to provide independent cost control, and <br />• RVi had the best understanding of project challenges including working within the <br />railroad right-of-way and floodplain issues. <br />The final contract is not yet complete for signature due to expedited selection timeframes and <br />condensed timelines for follow-up activities. The draft contract is included as an attachment. <br />Staff plan to deliver this project using CM/GC or CMAR project delivery method. This approach <br />will facilitate early coordination between the design and construction teams, helping to minimize <br />construction impacts to downtown businesses, control costs, optimize scheduling, and address <br />constructability challenges. An RFP for the CM/GC or CMAR contract will be issued in February, <br />with a contract award anticipated in March pending City Council approval.
