Planning Commission <br />Staff Report <br />March 13, 2025 <br />As part of this application, the applicant is requesting a parking reduction pursuant to <br />LMC Sec. 17.20.080. The CDDSG require 4.5 spaces per 1,000 square feet of retail <br />area, which would require 614 parking spaces on this site. The applicant is proposing <br />448 total parking spaces. The proposed spaces are sufficient to meet the grocery <br />store's demand, given its hours of operation and customer flow. Additionally, evolving <br />shopping habits, including curbside pickup and delivery services, reduce on -site parking <br />demand. A reduction in required parking will support efficient land use, minimize <br />unnecessary impervious surfaces, and align with sustainability goals while maintaining <br />adequate access for patrons and employees. Staff support the request for a parking <br />reduction. <br />PUBLIC COMMENTS: <br />No public comments have been received as of the date of this report. <br />STAFF RECOMMENDATION: <br />Staff recommend approval of Resolution 3, Series 2025, recommending approval of a <br />Planned Unit Development (PUD) Amendment to allow a retail and gasoline service <br />station with the following conditions: <br />• Applicant will provide public improvement plans and finalize a development <br />agreement to complete the storage extension of eastbound turn lanes in <br />Centennial Parkway. <br />• Applicant will apply "Parking Reduction Request" notes to the cover sheet of the <br />PUD. <br />• Applicant will apply waiver language on the cover sheet of the PUD detailing the <br />full scope and extent of requested sign waiver. <br />• Applicant will work with staff to finalize the location of electric vehicle charging <br />stations as required with the establishment of a gasoline service station. <br />ATTACHMENTS: <br />A.
