Planning Commission
Staff Report
March 13, 2025
As part of this application, the applicant is requesting a parking reduction pursuant to
LMC Sec. 17.20.080. The CDDSG require 4.5 spaces per 1,000 square feet of retail
area, which would require 614 parking spaces on this site. The applicant is proposing
448 total parking spaces. The proposed spaces are sufficient to meet the grocery
store's demand, given its hours of operation and customer flow. Additionally, evolving
shopping habits, including curbside pickup and delivery services, reduce on -site parking
demand. A reduction in required parking will support efficient land use, minimize
unnecessary impervious surfaces, and align with sustainability goals while maintaining
adequate access for patrons and employees. Staff support the request for a parking
reduction.
PUBLIC COMMENTS:
No public comments have been received as of the date of this report.
STAFF RECOMMENDATION:
Staff recommend approval of Resolution 3, Series 2025, recommending approval of a
Planned Unit Development (PUD) Amendment to allow a retail and gasoline service
station with the following conditions:
• Applicant will provide public improvement plans and finalize a development
agreement to complete the storage extension of eastbound turn lanes in
Centennial Parkway.
• Applicant will apply "Parking Reduction Request" notes to the cover sheet of the
PUD.
• Applicant will apply waiver language on the cover sheet of the PUD detailing the
full scope and extent of requested sign waiver.
• Applicant will work with staff to finalize the location of electric vehicle charging
stations as required with the establishment of a gasoline service station.
ATTACHMENTS:
A. Resolution 3, Series 2025
B. Application Materials
C. Traffic Impact Study
8
