Planning Commission <br />Staff Report <br />March 13, 2025 <br />Land Use <br />Pursuant to LMC Sec. 17.72.090, the grocery store use is permitted as a retail business <br />in the Planned Community Commercial zoning district. Under the same provision, a <br />gasoline service station is permitted as an automobile service station, subject to <br />prescribed performance standards, and may be established as a by -right use in the <br />Planned Community Commercial zoning district. <br />Louisville Municipal Code (LMC) Sec. 17.16.340 limits the number of gasoline and <br />automobile service stations in the City to six. However, this cap may be increased to <br />seven if a station is proposed as accessory to a single -use retail center of at least <br />80,000 square feet. There are currently five gasoline service stations operating in the <br />City of Louisville. The <br />LMC requires a <br />minimum spacing of <br />1,000 feet between <br />stations, though this <br />requirement can be <br />waived if the station is <br />accessory to a <br />qualifying retail center. <br />With this application, <br />the total number of <br />gasoline stations in the <br />City would increase to <br />six, and the large- <br />scale retail component <br />as a primary use <br />would qualify the <br />station for an <br />exemption from the <br />1,000-foot spacing <br />requirement. IExisting and Proposed Gasoline Service Stations within the City of Louisville <br />The establishment of a gasoline service station requires the installation of level three <br />direct current (DC) or better electric vehicle (EV) charging stations in an amount equal <br />to 20% of the total gasoline service pumps. With ten service pumps proposed, the <br />applicant is required to provide two EV chargers. Three EV chargers are proposed with <br />this application. <br />Parking <br />The existing site includes 514 vehicle parking spaces. With the addition of the gasoline <br />service station and other improvements, the total number of parking spaces will be <br />reduced to 448. According to Sec. 2.2.1.K of the CDDSG, a retail use requires 4.5 <br />parking spaces per 1,000 square feet of gross floor area. Based on the proposed <br />136,380 square feet, this project would require 614 parking spaces. As part of this <br />application, the applicant is requesting a parking reduction pursuant to LMC Sec. <br />4 <br />
