Planning Commission <br />Staff Report <br />March 13, 2025 <br />17.20.080, considering the parking needs of non -dwelling users and expected variations <br />in usage periods. <br />Architecture <br />The existing split -face CMU material will be painted a muted color in accordance with <br />CDDSG standards, while modification to the building facade will include architecturally <br />enhanced pilasters on the south and east elevations, and a new, prominent entry <br />feature and storefront system concurrent with the existing building entrance that <br />provides contrast with the surrounding wall plane. <br />Elevation Rendering <br />Landscape <br />Existing landscaping on the perimeter of the site will remain in place while the interior of <br />the site, including the parking lot and walkways will come into compliance with current <br />CDDSG landscape standards. Sixty six new trees will be planted to replace dead or <br />dying trees, while 103 existing trees in healthy condition will remain. In addition to the <br />existing, healthy shrubs on site, more than 1,000 Low-water shrubs and ornamental <br />grasses will be planted in pedestrian areas, lot islands, and medians. <br />Lighting <br />The Lighting Plan proposed for this development provides adequate pole lighting in the <br />parking lots and architecturally designed downcast lighting for the building facades. The <br />wall lighting is situated above entry areas of the building. The proposed lighting is in <br />compliance with the CDDSG. <br />Traffic <br />A traffic impact study was submitted and reviewed as part of this application. The study <br />concluded that all signalized intersections in the study area will operate at acceptable <br />overall Level of Service (LOS) "D" or better during peak hours, except Dillon Rd & <br />McCaslin Blvd, which will reach LOS "E" during the long range (2045) weekday PM <br />peak hour. Unsignalized intersection movements will maintain an acceptable LOS "D" or <br />better. <br />The study recommended that; 1): signal timings at Dillon Road and McCaslin Boulevard <br />be optimized once the subject site is operational to improve overall operations at the <br />intersection, and 2): that the eastbound left turn lane at Centennial Parkway and <br />McCaslin Boulevard be extended to accommodate additional vehicle queuing. Public <br />improvements to the median in Centennial Parkway are required to accommodate the <br />increased length of the turn lane for additional queuing. Staff are working with the <br />5 <br />
