New additions and adjacent or related <br />new construction shall be undertaken in such a <br />manner that if removed in the future, the <br />essential form and integrity of the historic <br />property and its environment would be <br />unimpaired. <br />N/A There are no proposed additions or <br />new construction on the property. <br />Staff find that the changes made will not result in a loss of the character of the historic building. <br />Section 15.36.120 of the LMC gives the criteria for evaluating Alteration Certificates and based <br />on the proposed design, staff finds that the proposed work does meet the standards. <br />GRANT REQUEST: <br />The applicant is requesting approval of a Preservation and Restoration Grant for rehabilitation <br />work to reconstruct the existing chimney. The total estimated cost of the project is $8,500.00 <br />and the total requested grant amount is $4,250.00. This grant would be in addition to the $5,000 <br />signing bonus for landmarking the structure and the $4,000 grant for the Historic Structure <br />Assessment previously approved for the property. <br />A Historic Structure Assessment was previously done for the property, completed by Stewart <br />Architecture and Planning in 2024 and paid for by the Historic Preservation Fund. The <br />Assessment (Attachment 6) lists chimney repairs as a high priority item in the Preservation <br />Plan. <br />COST ESTIMATE OF PROPOSED WORK: $8,500.00 <br />REQUESTED PRES. & REST. GRANT AMOUNT: $4,250.00 <br />MATCHING PRES. & REST. GRANT MAXIMUM UNDER SECTION 8: $40,000.00 <br />Preservation and Restoration Grant: <br />Under Resolution No. 17, Series 2019, residential applicants are eligible for a $5,000 <br />unmatched incentive grant as a Landmark bonus. Owners of a landmarked property will be <br />eligible for this grant following the signing of the Landmark and grant agreements. The <br />remaining $40,000 grant shall be conditioned based on the applicant matching one hundred <br />percent of the amount for approved work. Approved work must fall under the categories of <br />preservation, rehabilitation, and restoration. <br />Preservation is the act or process of applying measures necessary to sustain the <br />existing form, integrity, and materials of an historic property as they now exist. Approved <br />work focuses upon the repair of exterior historic materials and features rather than <br />extensive replacement and new construction. <br />Rehabilitation is the act or process of making possible a compatible use for a property <br />through repair, alterations, and additions while preserving those portions or features <br />which convey its historical, cultural, or architectural values. Rehabilitation acknowledges <br />the need to alter or add to a historic property to meet continuing or changing uses while <br />
