The limited and sensitive upgrading of <br />mechanical, electrical, and plumbing systems and other code -required work to make <br />properties functional is appropriate. <br />Restoration is the act or process of accurately depicting the form, features, and <br />character of a property as it appeared at a particular period of time. Approved work <br />focuses on exterior work and includes the removal of features from other periods in its <br />history and reconstruction of missing features from the restoration period. <br />Staff reviewed the Preservation and Restoration Grant request by evaluating whether each <br />request line item qualified for grant funding as either preservation, rehabilitation, or restoration. <br />Findings are summarized in the following tables. <br />Table 1. The unencumbered fund balance is estimated at over <br />$3M and the average income of the Fund over the past two years is approximately $885,000, <br />thus, staff finds there are adequate funds to support the request. <br />STAFF RECOMMENDATION: <br />• Approval of Resolution No. 4, Series 2025, recommending approval to City Council of a <br />landmark at 600 Pine Street, to be named the Malcolm House. <br />• Approval of Resolution No. 5, Series 2025, approving the Alteration Certificate. <br />• Approval of Resolution No. 6, Series 2025, recommending approval to City Council of a <br />Preservation and Restoration Grant of up to $4,250.00. <br />ATTACHMENTS: <br />1.
