City Council Meeting Minutes December 19, 2006 Page 3 of 13 NORTH END PROPERTY DEVELOPMENT ORDINANCE No. 1505, SERIES 2006 - AN ORDINANCE APPROVING AN AMENDMENT TO THE NORTH LOUISVILLE AND SCHEMP GENERAL DEVELOPMENT PLAN -2nd reading - PUBLIC HEARING - Advertised Daily Camera 12/10/06 RESOLUTION No. 57, SERIES 2006 - A RESOLUTION APPROVING A FINAL SUBDIVISION PLAT AND PLANNED UNIT DEVELOPMENT (PUD) TO AMEND THE NORTH LOUISVILLE AND SCHEMP GENERAL DEVELOPMENT PLANS, NORTH END PROPERTIES, LLC (74 ACRES NORTH OF SOUTH BOULDER ROAD AND EAST OF HWY 42) (continued from 12/5/06) Mayor Sisk requested a City Attorney introduction. City Attorney Light read Ordinance No. 1505, Series 2006 and Resolution No. 57, Series 2006. He explained Ordinance No. 1505, Series 2006 approves an Amendment to the North Louisville and Schemp General Development Plan, and Resolution No. 57, Series 2006 approves a Final Subdivision Plat and a Final PUD Development Plan for the North End Development. He noted members of the public could make comments on Ordinance No. 1505 and Resolution No. 57, Series 2006, as both are included under the same public hearing. Mayor Sisk opened the public hearing and requested the comments made at the December 5, 2006 public hearing be incorporated into the record. He requested a Staff presentation. Planning Director Wood explained the applicant is requesting authorization of the required land-use entitlements to combine the two parcels for the phased development of a residential and commercial development. The entire 73 acres is being platted at one time to provide for the total public use dedication. The four planning areas reflect a residential allocation of a total of 350 residential units. The public-use dedication consists of Hecla Lake and the surrounding habitat amenities, trail corridors, open space, playfields and pocket parks. He reported at the December 5, 2006 City Council meeting, Council requested additional information pertaining to the project fiscal analysis. He presented a summary of the fiscal analysis based on the information submitted to the Planning Commission at their September 14, 2006 meeting. The applicant submitted a revised North End Fiscal Impact Analysis dated July 15, 2006, prepared by Economic & Planning Systems (EPS). The submittal included a summary of the analysis, which explains the methodology, the assumptions used as input and the adjustments made to those assumptions.
