<br /> -..:::: <br /> ORDINANCE NO. 795 <br /> AN ORDINANCE RELATING TO THE OPERATION <br /> OF THE WASTE WATER SYSTEM OF THE CITY <br /> OF LOUISVILLE BY REGULATING USE OF THE <br /> WASTE WATER SYSTEM AND REGULATING THE <br /> TYPES OF WASTE THAT MAY BE DISPOSED OF <br /> THEREIN. <br /> WHEREAS, it has been determined that ordinances relative to <br /> operation of the Louisville Waste Water System should be updated and <br /> brought in line with current policies; and, <br /> WHEREAS, the City Council of the City of Louisville <br /> believes it to be in the best interests of the City to adopt said <br /> updated regulations; <br /> NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL FOR THE <br /> CITY OF LOUISVILLE, COLORADO: <br /> Section 1. Chapter 13.32 of Title 13 of the Louisville <br /> Municipal Code is hereby repealed. <br /> Section 2. The following chapter and sections are hereby <br /> added to Title 13 of the Louisville Municipal Code: <br /> Chapter 13.32 Sewer Use Regulations <br /> 13.32.010 General Purpose and Policy <br /> This ordinance sets forth uniform requirements for direct <br /> and indirect contributors into the wastewater collection and <br /> treatment system for the City of Louisville and enables the City to <br /> comply with all applicable State and Federal laws, including as <br /> required by the Clean Water Act of 1977 and the General Pretreatment <br /> Regulations (40 CFR Part 403). <br /> The objectives of this ordinance: <br /> (a) To regulate the collection of wastewater and <br /> treatment thereof so as to provide for maximum <br /> public benefit in regard to the health, safety <br /> and welfare of the residents of the City of <br /> Louisville; <br /> (b) To prevent the introduction of pollutants into <br /> the municipal wastewater system which will <br /> interfere with the operation of the system <br /> or contaminate the resulting sludge; <br /> (c) To prevent the introduction of pollutants into <br /> the municipal wastewater system which will pass <br /> through the system, inadequately treated, into <br /> receivirig waters or the atmosphere or otherwise <br /> be incompatible with the system; <br /> (d) To improve the opportunity to recycle and reclaim <br /> wastewaters and sludges from the systems. <br /> (e) To provide for equitable distribution of the <br /> cost of the municipal wastewater system. <br /> This ordinance shall apply within the City of Louisville <br /> and to persons outside the City who are, by contract, agreement or <br /> authorized by the City to discharge into the City's publicly owned <br /> treatment works. Except as otherwise provided herein, the City <br /> Administrator or his designated representative shall supervise and <br /> control in all matters and shall administer, implement, and enforce <br /> the provisions of this ordinance. <br />
