<br />13.32.020 Definitions <br /> <br />1. Act or "the Act". The Federal Water Pollution Control <br />Act, also known as-rhe-cIean Water Act, as amended, 3 U.S.C. 1251, <br />et. seq. <br /> <br />2. Approval Authority. The Colorado State Health <br />Department. <br /> <br />3. Authorized Representative of Industrial User. An <br />authorized representative of an Industrial User may be:--t1) a <br />principal executive officer of at least the level of vice president, <br />if the Industrial User is a corporation; (2) A general partner or <br />proprietor if the Industrial User is a partnership or proprietorship, <br />respectively; (3) A duly authorized representative of the <br />individual designated above if such representative is responsible for <br />the overall operation of the facilities from which the indirect <br />discharge originates. <br /> <br />4. Biochemical Oxygen Demand (BOD). The quantity of <br />oxygen utilized in the biochemical oxidation of organic matter under <br />standard laboratory procedure five (5) days at 20 degrees centigrade <br />expressed in terms of weight and concentration [milligrams per liter <br />(mg/l)]. <br /> <br />5. Building Sewer. A sewer conveying wastewater from the <br />premises of a User to the CIty'S sanitary sewer main. <br /> <br />6. Categorical Industry. One of the industries for which <br />the EPA has established or IS in the process of establishing <br />categorical pretreatment standards. <br /> <br />7. Chemical Oxygen Demand. The oxygen equivalent of that <br />portion of organic matter in a wastewater sample that is susceptible <br />to oxidation by a strong chemical oxidant, expressed in terms of <br />weight and concentration (mg/l). <br /> <br />8. City. The City of Louisville, the City Council of <br />Louisville, or-a-person designated by the City Council to act for the <br />City. <br /> <br />9. Composite Sample. A representative flow-proportioned <br />or time-proportioned sample collected within a twenty-four hour <br />period composed of a minimum of four individual samples collected at <br />equally spaced intervals and combined according to flow or time. <br /> <br />10. Cooling Water. Water to which the only pollutant added <br />is heat. <br /> <br />11. Control Authority. The term "control authority" shall <br />refer to the "Approval Authority", defined hereinabove; or the City <br />Administrator, if the City has an approved Pretreatment Program under <br />the provisions of 40 CFR 403.11. <br /> <br />12. Critical Industry. A User which is a categorical <br />industry or which is required to report the storage of hazardous <br />materials pursuant to the requirements of this ordinance. This <br />includes both significant and potential contributors. <br /> <br />13. Direct Discharge. The discharge of treated or <br />untreated wastewater directly to the waters of the State of Colorado. <br /> <br />14. Domestic or Sanitary Wastes. Liquid wastes (a) from <br />the non-commercial preparation, cooking and handling of food, or (b) <br />containing only human excrement and similar matter from the sanitary <br />conveniences of dwellings, commercial buildings, industrial <br />facilities, and institutions. <br /> <br />15. Existing User. An industrial user which is in <br />operation at the time oy-pTomulgation of Categorical Pretreatment <br />Standards. <br />-2- <br />
