13.32.020 Definitions 1. Act or "the Act". The Federal Water Pollution Control Act, also known as-rhe-cIean Water Act, as amended, 3 U.S.C. 1251, et. seq. 2. Approval Authority. The Colorado State Health Department. 3. Authorized Representative of Industrial User. An authorized representative of an Industrial User may be:--t1) a principal executive officer of at least the level of vice president, if the Industrial User is a corporation; (2) A general partner or proprietor if the Industrial User is a partnership or proprietorship, respectively; (3) A duly authorized representative of the individual designated above if such representative is responsible for the overall operation of the facilities from which the indirect discharge originates. 4. Biochemical Oxygen Demand (BOD). The quantity of oxygen utilized in the biochemical oxidation of organic matter under standard laboratory procedure five (5) days at 20 degrees centigrade expressed in terms of weight and concentration [milligrams per liter (mg/l)]. 5. Building Sewer. A sewer conveying wastewater from the premises of a User to the CIty'S sanitary sewer main. 6. Categorical Industry. One of the industries for which the EPA has established or IS in the process of establishing categorical pretreatment standards. 7. Chemical Oxygen Demand. The oxygen equivalent of that portion of organic matter in a wastewater sample that is susceptible to oxidation by a strong chemical oxidant, expressed in terms of weight and concentration (mg/l). 8. City. The City of Louisville, the City Council of Louisville, or-a-person designated by the City Council to act for the City. 9. Composite Sample. A representative flow-proportioned or time-proportioned sample collected within a twenty-four hour period composed of a minimum of four individual samples collected at equally spaced intervals and combined according to flow or time. 10. Cooling Water. Water to which the only pollutant added is heat. 11. Control Authority. The term "control authority" shall refer to the "Approval Authority", defined hereinabove; or the City Administrator, if the City has an approved Pretreatment Program under the provisions of 40 CFR 403.11. 12. Critical Industry. A User which is a categorical industry or which is required to report the storage of hazardous materials pursuant to the requirements of this ordinance. This includes both significant and potential contributors. 13. Direct Discharge. The discharge of treated or untreated wastewater directly to the waters of the State of Colorado. 14. Domestic or Sanitary Wastes. Liquid wastes (a) from the non-commercial preparation, cooking and handling of food, or (b) containing only human excrement and similar matter from the sanitary conveniences of dwellings, commercial buildings, industrial facilities, and institutions. 15.
