The City may order wastewater treatment <br /> service, service connection permits, and wastewater discharge permits <br /> suspended if actual or proposed discharge endangers, or may <br /> reasonably endanger, individual health, safety or. welfare, or the <br /> environment; or may cause in terferE:nce in or to the POTW; or cause <br /> the Ci ty to violate any condition or terms of its NPDES permit. Any <br /> such suspension order, unless an emergency suspension, shall become <br /> effective the day after the next regularly scheduled meeting of the <br /> City Council which is at least five days after the date the <br /> suspension order is mailed. <br /> (B) Emergency Suspensio~. The City may, without prior <br /> notice of hearing, order wastewater treatment service, service <br /> connections permits, and wastewater discharge permits immediately <br /> suspended if actual or proposed discharge immediately and <br /> substantially endangers individual health, safety, or welfare, or the <br /> environment, or may cause imminent and substantial interference in or <br /> to the POTW; or may cause the City to violate any condition of its <br /> NPDES permit. Any such emergency suspension order shall become <br /> effective immediately, and any person notified of such suspension <br /> shall immediately stop or eliminate all discharge of industrial <br /> waste. The City is also authorized, in such circumstances, to take <br /> such steps as deemed necessary, including severance of the sewer <br /> connection, to prevent or minimize danger or property damage. <br /> ( C ) Reinstatement. Any suspended service or permit shall <br /> be reinstated upon proof of elimination of the violation, payment of <br /> all costs and expenses incurred by the City in connection with the <br /> suspension and approval by the City of a satisfactory plan to prevent <br /> future such violations. <br /> ( D) Revocation. The City may order wastewater treatment <br /> service permanently terminated, and wastewater discharge permits <br /> revoked if he has found it necessary to make a suspension order or <br /> emergency suspension order more than three times in any twelve month <br /> period. Any such revocation order shall become effective the day <br /> after the next regularly scheduled meeting of the Ci ty Council which <br /> is at least five days after the date the revocation order is mailed, <br /> unless the City Council, on appeal by the affected person shall <br /> reverse the order or st-ay its effect. <br /> ( E ) Other. If deemed necessary to prevent danger, <br /> property damage, or interference with the POTW, the City may order a <br /> user to provide pretreatment; flow rate control; suitable access <br /> facilities, such as a manhole or vault; and periodic sampling, <br /> testing, and reporting of the quality and quantity of wastewater <br /> being discharged.
