Preliminary Internal Review Draft
TRANSPORTATION ALTERNATIVE GOALS (TA)
The following Goals and Strategies promote a well-connected and
inclusive transportation network that supports regional transit access,
transit -oriented development, first- and last -mile connections, and
alternative mobility options such as carpooling, microtransit, and biking —
enhancing convenience, sustainability, and equitable access for all.
Goal TA.1. Ensure reliable and
comfortable access to transit and
key destinations.
Strategy
A. Ensure all bus stops are ADA
accessible and include benches
and pedestrian -scale lighting with
Transportation Master Plan (TMP)
Project 5. Provide additional bus
stop amenities, such as wayfinding,
bike parking, and trash cans, at bus
stops with high ridership.
B. Close sidewalk and bike network
gaps.
C. Establish clear maintenance
policies with designated
responsibilities for maintaining bus
stops. Implement an Adopt -A -Stop
Transit -Oriented Development (TOD)
integrates residential, commercial,
and community spaces within walking
distance of transit hubs, such as the
Light Rail Station at the Cinnebar
site along US Highway 36 and the
planned station northeast of Downtown
Louisville. TOD offers some of the
following benefits:
i
program to maintain and enhance
existing bus stops.
D. Support denser land uses around
high -frequency bus stops and
the future rail station, transit -
oriented development (TOD).
TOD helps reduce congestion,
improve sustainability, and support
businesses.
E. Improve first -and -last -mile access
by filling sidewalk gaps, enhancing
bike connections, and upgrading
road crossings.
F. Evaluate the feasibility of an on -
demand transit, or micro -transit,
system to fill gaps in the fixed route
transit network and help more
riders access regional transit and
key destinations conveniently.
Benefits of Transit Oriented Development
• TOD minimizes sprawl, reduces personal vehicle trips, and
promotes walking and biking, contributing to a reduction
of greenhouse gas emissions and improved air quality, and
lowers transportation costs for residents.
• TOD centralizes goods and services to a core area,
creating `vibrancy', encouraging new business creation and
increasing adjacent property values.
• TOD supports transit frequency by clustering more people
• in a centralized area to access jobs, services, and affordable
housing.
• TOD promotes community health through community
gathering spaces, promoting quality of life, sense of
community, and walkability.
• TOD includes higher densities of development and supports
naturally occurring affordable housing and energy -efficiency.
•
72 I Transportation and Mobility LOUISVILLE COMPREHENSIVE PLAN
